Yelm Community Center Expansion

Dear Mr. Deaver:
I have reviewed the plans submitted and dated 9/12/02. (Date of PE stamp). The following are comments from the above referenced plans and need to be addressed on the future submittal.
I have organized these comments by general category. If you have any questions I have also included a set of redlined plans to clarify these comments.
Sewer Plans:
All step tank and grease interceptor installations located in the driving surface will be H20 load rated and have H20 load rated manhole covers.
Sewer details 7-9 and 7-13 need to be revised to show 30” diameter risers on the details.
Please show the location of the step tank control panel.
A hose bib must be located with in 75’ of the step tank. This is a maintenance requirement.
This system shall be a duplex pumping system. Please show this on the plans and add the appropriate details.
Note to contractor: All wiring for step tank installation shall be color-coded per the City of Yelm’s development guidelines.
Please show all side sewer cleanouts and there locations on the plans.
All step tanks need to be installed no more than 5’ in depth. This measurement is taken from finished grade to invert of the inlet.
Show the method of connection to the forcemain located on Crystal Springs Road.
Water Plans:
A water valve will be required to be installed before connecting the new watermain. All water system testing will be done against the valve before the system can be activated.
All buildings need to have fire hydrant coverage. Each building must have fire hydrant coverage within 150’ of the building and access to the each fire hydrant.
Are you going to need an irrigation meter? If so, a backflow prevention device is also required.
The City of Yelm’s cross control specialist is reviewing the plans. If there are any comments I will forward them to you.
All water and sewer crossings will be required to have 18” of vertical separation between the utilities.
Add water detail 6-3 to the plans set.
Add a note to the plans stating, “All water main testing shall be completed and approved before building construction be started.”
Provide fire hydrant flow calculations for the project. The required fire flow is 2250 gpm @ 20 psi.
Temporary Erosion and Sedimentation Control Plan:

Stormwater Report:
Test pits and infiltration tests need to be performed in the area of the infiltration facilities. This area has also been known to have high ground water in the winter months.
Please include the hydrographs and input data for the storm shed calculations for future submittal.
The methodology of the stormwater concept will be supported by the City of Yelm. Please add the supporting storm shed data to the report. Will the existing storm pond retain the volume
of water that you have calculated is being routed to this pond?
Roadway and Stormwater Plans (Crystal Springs Road):
The sidewalk needs to have an asphalt return ramp for pedestrians to travel from the sidewalk and return to the roadway at the end of each sidewalk.
Please include station and offset for new street light location.
It appears that the new sidewalk conflicts with some existing utilities. Show how the utilities are to be relocated or adjusted to grade.
The fog line taper needs to be longer. See the Washdot design manual for taper length. Use the 35mph or under formula.
The sidewalk needs to extend to the property line. The gravel driveway will need to be accessed by a cement concrete approach.
The stormwater from the public right-of-way needs to be captured by a catchbasin and routed to the storm facility.
Please show on the plans that the existing storm pond being cleaned out and maintained. This is just a note on the plans to the contractor.
Grading and Stormwater Plans:
The bioswale needs to be designed at 2% to 4% per the DOE manual. If less than 2% underdrains need to be installed. Sod will need to be installed in the bottom of the swale and 1 ft
up the sides of the swale.
Remove the emergency overflow spillway from the plans.
The slope of the pond access must be no more than 20%. When this access is revised it will also serve as the emergency overflow spillway.
Catch Basin No. 3 is connecting to the existing stormwater system. Please connect this to the new infiltration pond in the northeast corner of the site. Looking at the inverts this
connection can be made easily.
Misc. Information:
The cover sheet should show YCOMM as the telephone provider.
The dumpster pad and location needs to be approved by Lemay, Inc. Please submit a copy of the site plan to Ric Thompson at Lemay, Inc. His phone number is 253-539-0068.
The City of Yelm standard details need to be replaced with the updated details. These details should have a small JEG in the lower section of the drawing. Some of the callouts on the
new details have changed.
