8320 Updated Final punchlist 012904January 29, 2004 Travis Ness, Architect Helix Architecture, PS 6021 12th Street East Suite 201 Tacoma, Washington 98424-1376 RE: Civil Engineering UPDATED Final Inspection and Punch list Items Yelm Community Services (SPR-02-8320-YL) Dear Travis, On January 23, 2004, the Community Development Department visited the project site and conducted a “final inspection” for the punch list. The following is an updated list with the completion status of each item. Site Inspection: Approx. 20’-30’ feet of the sidewalk located along Crystal Springs Road needs to be replaced. It appears that when the sidewalk was poured someone walked through the concrete when it was “wet”. Completed The sidewalk along Crystal Springs Road needs to have soil placed along side the back of walk. There must be at least 1’ of soil even with the top edge of the sidewalk. This is currently a tripping hazard. Completed The fences need to be completed on the north property line and a portion of the south property line appears to have blown down in the wind. Completed The water department needs to complete their final inspection on the water system. Not Completed. The bollards need to be install on the access roadway for the storm pond. Completed Closeout Requirements: The civil engineering as-builts need to be submitted and approved. The original information should be lined out and revisions and changes shown on the plans. Submit 2 copies for review. Not Submitted The final Stormwater Report needs to be submitted. Submit 2 copies for review. Not Submitted The STEP sewer easements and bill of sale need to be submitted. Not Submitted The water system easements need to be submitted. Not Submitted The civil engineering inspection fees need to be paid. An invoice will be sent to your office. Not completed Landscaping comments: A planter island is missing at the west end of the parking area that is in front of the lawn at the west end of the stormwater pond. This needs to be installed. Completed The planter boxes are missing in front both of the thrift shop additions. Completed Additional Project Requirements: During recent open house regarding the City’s proposal to construct a new potable water tank at the Public Works facility, it was brought to our attention that there is a well located on the Yelm Community Services property. This well, located on a small peninsula of YCS property at the northeastern corner of the site, was thought to be on the neighboring property owners land. This well was not shown on the land use application, civil plans, or referenced in the SEPA checklist for the project. Had this required information been present on the documents this project would have been required to decommission this well, as City of Yelm Code requires. Therefore this well needs to be abandoned and decommissioned at this time. Although this requirement should have been met prior to occupancy of the structure, the City is willing to consider issuance of a temporary certificate of occupancy provided all other requirements are met for occupancy and a financial guarantee in the amount of 150% of the anticipated cost of decommissioning the well.
