Box 479 Yelm, WA 98597   July 11, 2006 Robert Connolly Skillings-Connolly Inc 5016 Lacey Blvd. SE Lacey, WA 98503 RE: Willow Glenn Division 3 – SUB-05-0345-YL Civil Engineering Review No. 2 Mr. Connolly: The City of Yelm has completed the initial review of the proposed subdivision. Your application included: Civil construction documents dated 5/22/06 Stormwater Report dated May 2006 and received 5/23/06 We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Storm Drainage Report: Infiltration testing is required and shall be performed by a qualified geotechnical engineer. Soil testing should meet the criteria of the 1992 DOE Manual. The test should be located within the drainage facility. Appendix B Calculations and Computer Modeling – The following comments are related to this section: Section III-6.4 of the 1992 DOE Manual indicates that filter strips should not receive concentrated flow. Outflow from a pipe is concentrated flow. Please revise the design to address this issue. Appendix C Supporting Documentation – The information provided is insufficient. A geotechnical report performed by a qualified geotechnical engineer shall be provided to support the design infiltration rate. Further, test holes should be within the boundaries of the proposed infiltration facilities. None of the test holes indicated are within the areas of these facilities. The treatment facilities are designed at a 1% slope. The stormwater manual requires the swale or filter strip to be between 2% and 4%. 1% may be allowed if an under drain is installed to prevent water ponding. By installing a liner and 1% slope the swale will not work as proposed. Sheet 4: What is the purpose for the end of line cleanout on this sheet? Please remove if not required. The stormwater infiltration basin clean out needs to be a min of 4” in diameter. A 2” upturned pipe is not adequate for maintenance of the facility. Sheet 6: The pipe within Green Leaf Way only has 1 foot of cover and should be ductile iron. Any pipe with less than 1.5 feet of cover will need to be ductile iron. Typical all sheets. At intersections where sidewalks connect, the sidewalks should intersect with straight lines of travel. Many of the sidewalks as designed to transition around the bend and then double back to the other direction. If a winged ADA ramp is utilized the sidewalk transition will be much smoother. Sheet 8: The pipe in Fir Court has only 1 foot of cover and should be ductile iron. The pipe in Birch Court has only 1 foot of cover and should be ductile iron. Sheets 12-14: The following comments are applicable to all of these sheets. An erosion control device such as a quarry spall pad should be indicated at all pipe outfalls. Label all pond contours and show all associated grading including that outside of the pond. Show all contours within the pond tracts. This should also show the top of slope, toe of slopes and all rockeries or walls that may be needed. Typical of all pond tracts. Sheet 14: The angle of the pipe out flow should be revised. The pipe needs to enter the filter strip at an angle that is parallel to the treatment device. Sheet 15: Move the fire hydrant to lot corner 4/5. Sheet 23: The street light locations need to be revised. The locations should be as shown in the relined plan. I have included a City of Yelm Sign requirement handout. All signage should meet the specifications callout in this document. Please show all locations of signs and type of signs to be installed. This should include stop, road name signs, speed limit signs etc. Have the street name signs been approved by Gary Carlson of the Building Department. If not please route him a copy for approval. Sheet 24: The saw cut should extend a minimum of 2 feet into the existing pavement. If this roadway is constructed in a manner that does not meet the current city standards than this project will be required to extend the frontage improvements to the centerline of right of way. The water line should be 10” in diameter and connecting at the north east corner of 100th Ct SE. Show the proposed roadway section of Grove Road. The concrete curb should be transitioning from vertical curb to rolled curb at the tangent of Green Leaf Way SE. Landscape and Irrigation Plan: This submittal did not include the landscape and irrigation plans. The approval of the civil plans will require that the Landscape plans be reviewed and approved as part of the approval. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer should include a detailed written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
