Box 479 Yelm, WA 98597   July 27, 2006 Robert Connolly Skillings-Connolly Inc 5016 Lacey Blvd. SE Lacey, WA 98503 RE: Willow Glenn Division 3 – SUB-05-0345-YL Civil Engineering Review No. 3 Mr. Connolly: The City of Yelm has completed the initial review of the proposed subdivision. Your application included: Civil construction documents dated 7/18/06 We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Storm Drainage Report: Infiltration testing is required and shall be performed by a qualified geotechnical engineer. Soil testing should meet the criteria of the 1992 DOE Manual. The test should be located within the drainage facility. The stormwater manual requires the test pits to be within the infiltration area. Denny has requested that I do not hold up the approval of the plans because of the timing of testing. The testing will be required to be completed prior to the preconstruction meeting. The treatment facilities are designed at a 1% slope. The stormwater manual requires the swale or filter strip to be between 2% and 4%. 1% may be allowed if an under drain is installed to prevent water ponding. By installing a liner and 1% slope the swale will have ponding or standing water. Please revise the swales to be between 2% and 4%. Sheet 6: The pipe within Green Leaf Way only has 1 foot of cover and should be ductile iron. Any pipe with less than 1.5 feet of cover will need to be ductile iron. This is a standard that the City of Yelm has required for all projects. Please revise your plans to meet this requirement. Typical all sheets. Sheets 12-14: The following comments are applicable to all of these sheets. The stormwater drainage facilities have a 10’ set back from all property lines, tract lines and right of way lines. This has been policy of the City of Yelm since 2001. The grading in the 10’ setback area should be no greater then a 1:10 slope. Where there is a 10’ utility easement the slope should be flat. Please revise the grading to meet this requirement. Sheet 23: Please show all locations of signs and type of signs to be installed. This should also include stop signs, speed limit signs and the City of Yelm “future street connection” signs Sheet 24: If the existing roadway is constructed in a manner that does not meet the current city standards than this project will be required to extend the frontage improvements to the centerline of right of way. Please add this note to the plans. Landscape and Irrigation Plan: This submittal did not include the landscape and irrigation plans. The approval of the civil plans requires that the Landscape plans be approved. This is now the projects critical path. Without these plans the civil plans may not be approved. In an effort to expedite the submittal of plan and review, please send me 11”X17” pdf’s of the plans. I will print them out here and review the changes.
