The Department of Ecology (Ecology) reviewed the environmental checklist and has the following wmment(s): WATER QUALITY: Margaret Hill (360) 407-0246 Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48, Water Pollution Control, and W AC 173-201 A, Water Quality Standards Cor Surface Waters of the State of Washington, and is subject to enforcement action. Erosion control measures must be in place prior to airy clearing grading, or construction. These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants. Proper disposal of construction debris must be on land in such a manner that debris cannot enter the natural stormwater drainage system or cause water quality degradation of state waters. Provision should be made to minimize the tracking of sediment by construction vehicles onto paved public roads. If sediment is deposited, it should be cleaned every day by shoveling or sweeping. Water cleaning should only be done after the area has been shoveled out or swept. Source control best management practices such as plastic covering mulch, temporary seeding, and phased clearing (for example) should be used Io control erosion during construction.
