8295 Approval LetterDecember 6, 2001 Mr. Tim Peterson City of Yelm Public Works P.O. Box 479 Yelm, WA 98597 Re: City of Yelm Animal Shelter, 901 Rhoton Road, Yelm, WA - SPR-01-8295-YL Dear Mr. Peterson: The Site Plan Review Committee has considered your application for the above referenced project, and finds that as conditioned below, the proposed project is consistent with the Yelm Comprehensive Plan, and all applicable City policy’s and development standards. Pursuant to Chapter 15.49 Integrated Project Review Process, a project, which is subject to Site Plan Approval, is a Type II Permit and can be appealed to the City Council. An appeal must be filed within 14 days of the date of this notice. Site Plan Approval is valid for 18 months from the date of this letter. The affected property owners may request a change in property tax valuation from the Thurston County Tax Assessor’s Office. The project is approved subject to the following conditions of approval: 1. Transportation Finding: City Codes and Guidelines require new development to construct road frontage improvements, and imposes a Traffic Facility Charge to mitigate the impacts of additional traffic on existing streets within the City. The City of Yelm Public Works Departments has signed and recorded a Waiver of Protest, and a deferral agreement for road frontage improvements at that site, at the time of construction. The frontage improvements shall be completed as agreed in the deferral agreement. The City of Yelm currently contracts with a local veterinarian for the shelter of impounded animals. Construction of this animal shelter does not create additional traffic, as the existing traffic to the veterinarian office for impounded animals shall be transferred to the Public Works Facility. The project in itself does not require road frontage improvements. The frontage improvements required for the entire site are addressed in the Waiver of Protest and Deferral signed at construction. Conclusion: The project will not create additional traffic into the street system; no transportation facility charge is required. 2. Water Supply Finding: The City Public Works Facility is currently connected to the City Water System. The animal shelter will use a minimal amount of water. The addition of the animal shelter does not require a new connection to the City Water System. Conclusion: The site is connected to the City water system. No further connections are required for this project. 3. Sewer System Finding: The City Public Works Facility is currently connected to the City Sewer System. The addition of the animal shelter will not generate any additional sewage. The animal shelter will create additional runoff. Conclusion: The applicant is connected to the City S.T.E.P. sewer system. No further connections are required for this project. Conditions of Approval The applicant shall install an underground tank to collect any runoff that may enter the animal shelter holding area. The applicant is responsible to pump the tank as needed, and dispose of the contents in an approved manner. 4. Storm Water Finding: The completed project will increase the amount of impervious surface on the site. Impervious surfaces create stormwater runoff. When uncontrolled and untreated stormwater runoff can create health and safety hazards. YMC requires all development to comply with the City Stormwater Manual. Conditions of Approval: a. The applicant shall control all roof runoff per the 1992 Department of Ecology Stormwater Manual. 5. Parking Finding: The City of Yelm Development Guidelines, Design Guidelines, and Municipal Code address parking regulations from many aspects, including, but not limited to; design, number of stalls required, pedestrian pathways, and safety. The site has adequate parking, meeting the City of Yelm Development Guidelines and Municipal Code requirements. Conclusion: No additional parking shall be required for this project. 6. Building Department Finding: Building design shall be in accordance with the Uniform Building Code, and the City of Yelm Design Guidelines. Conclusion: The applicant shall submit building plans to the City of Yelm Community Development Department for approval. 7. Fire Finding: Fire protection to the buildings must be provided per the Uniform Fire Code. Conclusion: The site has adequate fire protection. No further requirements are necessary. 8. Landscaping Finding: Landscaping and screening are necessary to promote safety, to provide screening between compatible land uses, to safeguard privacy and to protect the aesthetic assets of the City. YMC, Chapter 17.80 requires all development to provide on site landscaping. Conclusion: The site is adequately landscaped. No further landscaping shall be required. Site Plan Approval is a Type II Administrative land use approval. An appeal of this decision can be filed within 14 days from the date of this letter, pursuant to YMC, Chapter 15.49, Integrated Project Review Process. The Site Plan is valid for eighteen (18) months from the date of this letter. The applicant may request a six-month extension on the approval, if the request is made in writing prior to the expiration date of this approval.
