8300 Review No.1 032502March 25, 2002 Ronald G. Vigil – Architect PO Box 15265 Seattle, Washington 98115 RE: Civil Engineering Review No. 1 Prairie Run Apartments City of Yelm Project No. SUB-01-8300-YL Dear Mr. Vigil: I have reviewed the plans submitted March 13, 2002 and dated 2/22/02. (Date of PE stamp). The following are comments from the above referenced plans and need to be addressed on the future submittal. I have organized these comments by general category. If you have any questions I have also included a set of redlined plans to clarify these comments. Sewer Plans: The proposed sewer forcemain to be located in Mountain View Rd needs to be shown in plan and profile. The scale should be 1’=30’ or larger. (IE 1”=20’) Is there enough right-of-way to build the sewer main as it has been shown? I do not believe there is. This installation may need to be moved to another location. The sewer pipe type is not an approved material in the City of Yelm. The approved pipe types are PVC Schedule 40 and ASTM 3034. Revise the plans accordingly. All 2” service connections need to have a connection box located at the right of way line before connecting to the sewer main. All STEP tanks need to have a control panel mounted to the building. This panel needs to be in the line of sight from the step tank and within 50’ of the tank. All electrical connections must be Division 1 installation. All STEP tanks need to be no deeper than 4.5 feet in the ground. This is measured from finish grade to the bottom of the top. The depth of the tank may be shallower by moving the tank closer to the side sewer outlet. The tank can be located up to 100’ from a paved surface. Add baffle information from Development Guidelines page 7-25, note #1. Add sewer detail 7-18 to the plans. Add the inspection guide for step sewer installation. This is located in the Development Guidelines. Water Plans: This development will require a 4” water meter to serve all units. The pipe type shown on the plans is not an approved material. The approved pipe types are PVC 900 or Ductile Iron Class 50. The connection to the fire hydrant in the rear parking lot should be redesigned to have a more direct connection. All domestic connections must be connected to the 4” water service. Temporary Erosion and Grading Plans: The existing building will need a demolition permit and the existing onsite sewer system will need to be abandoned per the Department of Health regulations. Stormwater Report: See redlined stormwater report. Roadway and Stormwater Plans: The roadway frontage improvements need to begin at the centerline of the right of way. At this point, sawcut the roadway and rebuild the projects side of the roadway. Show the centerline of the right of way and existing right of way lines on the plans. The planter strip along Mountain View appears to have concrete hatching and is labeled as proposed sidewalk. The sidewalk should be behind the trees and planter strip. The widened roadway improvements need to be tapered back to the driving lanes. The sidewalk needs to have asphalt return ramps to the roadway driving surface. These will be located at the ends of the sidewalk. Some of the pipe slopes do not match the inverts shown on the plans. The pipes need to be sized to convey the 25-year storm. Show the calculations in the stormwater report. Add a scale drawing of the flow splitter to the plans. Show inverts, elevations, inlets, outlets and flow control tees. Specify frame and grate type on all catchbasins. A gate needs to be installed at the end of the driveway for access to the infiltration pond for maintenance. Add a detail for the bioswale. Specify materials, width, slope, size and depth of flows. This bioswale calculations need to be added to the stormwater report. Show that the 8” bioswale storm pipe will flow the 6-month storm. Add storm water facility cross sections to the plan. These sections should be perpendicular to each other. Show existing spot elevations and the proposed contours on the grading plan. Are the spot elevations shown on the plan for top of curb or bottom of curb? Please show more spot elevations in the ADA parking areas. These areas need more detail to show a min of 2% slope. Add a detail to the plans for the building drywell installations. Misc. Information: You show a utility easement around the project. It ranges from 2.5 feet up to 16.23 feet wide. Why is this shown and what was the basis for the widths? If there is utilities in the above referenced easements how will they be maintained with landscaping and trees planted over them. Please list the professional surveyor of record on the cover sheet. Please submit a lighting plan. Please submit a copy of the underground utility trench locations. Please show location for mailbox clusters. You can request the city to meet with the City of Yelm Postmaster or you may do this your self. These locations must be shown on the plans. You need to submit the streetlight plans. These need to be submitted and approved before civil plans will be signed off. Add a detail to the plans for the trash enclosure design. This detail should show elevation, type of material, foundation and gate type. Please review and revise your engineering drawings. When you resubmit your package, please send 4 revised sets and two drainage reports. If you have any questions or comments, please call me at (360) 458-8438 and I will be happy to further assist you.
