Re: 108 Second St. NE, Yelm
Mr. Rochester,
Thank you for meeting with me yesterday. After my last
site meeting with Ron Niemi and Greg Mauerman I forwarded an email to Ron requesting an evaluation of the structure, see attached.
My concern was that a partial repair would not be
sufficient to bring the current structure into compliance with seismic and lateral requirements. Mr. Harold Hahnenkratt’s letter of January 20, 2010 satisfied my requirement of an evaluation
and confirmed my concerns that a partial repair will not meet seismic or lateral requirements. I concur that replacement is the best alternative.
However, if you chose to repair
the structure, the following with the Building Permit Application will be required:
1. Five (5) Copies of Construction Drawing
2. Two (2) Copies of Engineering calculation for loading,
seismic and lateral forces.
3. Demolition Permit from Olympic Region Clean Air Authority (ORCAA) for the sections of the structure removed.
4. Demolition, Safety Protection Plan
and Engineered Plan for structural stability during foundation replacement.
5. Site Plan for Utility location and connection to the structure
The plan review process will require an
engineering peer review. The cost of the review will be charged to you in the permit review fees. Anticipate a 4 to 6 week review period.
Replacement of the structure will require with the Building Permit Application; building drawings, a site plan for building footprint, utility location, utility connection and a Demolition
Permit from ORCAA.
If you chose to build under the International Residential Code engineering will not be required if you chose the prescriptive method. Anticipate a 2 to 3 week review
period.
As stated by the City of Yelm’s Sewer Department a new step tank will be required for the residence. Coordination of the step tank installation will be with Jim Doty. He can
be reached at 360-458-8411.
Due to non conforming setback issues, the requirement for rebuilding is that you maintain the existing building footprint. The new residence will be credited
with the existing structure’s, water, sewer, traffic and fire connection or impact fees.
If I can be of further assistance please feel free to contact me at 360-458-8407 or at garyc@ci.yelm.wa.us.
Thank you.
Sincerely
Gary Carlson
