Dear Mr. Koepp.
This is a follow -up to our conversation on Monday, August 14, 2006 and our subsequent
telephone call during which I informed you that it has come to the attention of the Yelm
Community Development Department that the use of your property at 15343 107" Loop
may be in violation of provisions of the Yelm Municipal Code.
Thank you for taking the time to speak with me and about the complaint that you are
using the dwelling unit on your property as a construction office in Low Density
Residential zoning district. You indicated that you are not using the building as an office
and that you had an office on Dan Cook Road for your construction business. During
my site inspection, I did not observe any activity, including parking patterns, which
would indicate that the property was being used as a business. I further researched
State Business License's and found an expired business license for Koepp and Sons
Construction, Inc. located on Dan Cook Road. Based on this, I have found that there is
no violation and am closing my case file.
If in the future, you do wish to convert all or a portion of the home to your construction
office, please contact the Community Development Department for details on how to
accomplish such a conversion.

SITUATION DESCRIPTION: 'mere are a lot of vehicles that are parked and
associated with the residence that live at 15345.107th Loop SE, Yelm, there
is no address on the house, soneone has taken it off for some reason. Since
these people have moved in the amount of vehicles has increased dramatically
and quickly. Anymore'.st of the time the whole plat of land is full of
vehicles, parked on the lawn, everywhere. 'Prey graveled a section to the
left side of the property and have Wild an outbuilding where now there is
a large utility trailer parked in front of. I think these people are oper-
atinq sane kind of business fran this residence. Most mornings of the week-
days there are so many cars at this address that the (employees I'll call
them) have to park along the street in front of my address and several other
people's property.around this property. The reason I say "employees" is that
these cars every morning weren't parked there the night before and shoo up
most weekday mornings. I think they are operating some kind of business out_

Page 2 - There are a lot of vehicles
of this residential area. At times I have counted as many as 10 to 12 vehicles
parked there, not counting the morning "employees ", and not counting the rest
of the vehicles that axe parked around the loop. When all of the "employees"
are there weekday mornings (as early as 6:30 am some times) everyone is moving
vehicles around, banging equipment, slamming doors, moving equipment and tools
from vehicle to vehicle, making all kinds of noise. This is getting intolerable.
I can't even park in front of my own residence of have someone come and visit
me in the morning for all of their vehicles that are taking up the whole area.
They have utility trailers with excavating equipment on them, utility trailers
for hauling. They have so many vehicles that I have seen much of the time many
of the vehicles parked around the loop in front of other people's hones. I'm
sure they don't appreciate this either. Many times, day or night, my wife has
really had to watch when she is backing out of our driveway so as not to hit
any of these vehicles and equipment that is narked in the street or lazily
stopped in front of this property. They have ATV and Quad Runners that they
operate on the street of the loop, treating the loop as if it were a race
track. There are a couple of voug children that are permitted to operate
pocket motorcycles on the street of the loop. I have complained to the Police
Department abort all the use of the Quad Runners and ATV's, nothing seams to
be charging very quickly. I have pictures that are available. I overheard a
conversation from the male parent to one of the minor children some time back,
he said: Go get my pistol out of the truck and take it in the house. One other
minor child said: I'll do it. The first minor child said: No I'll do it, I've
done it many times. I watched as that minor child went to the pickup, retrieved
a pistol, and together with the other minor child took it in the house as the
male parent was departing from them and going to the side of the house to where
the outbuilding is. Most of the time people meet at the residence in the
morning and in the evening as to the end of a work day, retrieve and stow
equipment, and make a lot of noise. My family and I, and I'm sure a few
neighbors, would appreciate your help in this matter. 'flank you in advance.
