Dear Mike,
Thank you for your civil engineering plan submittal. I have reviewed the plans and have the following questions and comments. Please review these comments and address them on your
next submittal.
Sheet 1 of 15
The approval block needs to be revised. The signature block should read Development Review Engineer instead of Director of Public Works. This is typical of all sheets.
The existing utility location note on the sheet has a spelling error. Please change the “form” to “from”. This is typical of many sheets.
The building pad grading note in the center of the page in not clear. Please add a section to the plans showing what is required of the contractor.
On all grading plans, show existing contours and spot elevations and all proposed contours.

The wetpond DWL of 148.00 appears to be a misprint. Please revise the elevation.
The record document note has a spelling error. The word drawig(s) should be drawing(s).
Some of the storm drainage pipes do not have enough cover over them for the type of pipe being specified. All pipes must have 1 ft of cover over them. From 1ft. to 2 ft. ductile iron
is allowed, below 2ft. of cover it is the choice of the applicant. See the development guidelines for pipe types.
Add the flow line elevation to storm installation note no. 20.
The roof drain system needs to have additional information shown on the plan. The plan does not have enough information for the contractor to build it. (i.e. depth, pipe type, size,
invert elevations and cleanout information)

The catchbasin grate detail is specified as alternate #1. It appears that this is the only option. If this is true, remove the title “alternate #1.
All infiltration trenches need to have at least 6” of washed rock above the perforated pipe. Revise the details and inverts to meet this requirement.
The wetpond baffle does not meet the DOE manual requirements. Revise the wetpond to meet these requirements.
If the wetpond pipe gets plugged up, what is going to happen when the wetpond backs up? Where will the overflow go?
The 8” fine sandy loam over the wetpond liner does not meet code. A minimum of 18” of track compacted depth is required over the liner.

The private access road needs to match into existing grade at the end of the paving. This is at approx. 3+00E. Show the proposed grading and contours on the plan and profile.
A Type-3 barricade will be required at the end of the private access road. Please show this on the plan and add a detail.

After reviewing the proposed Plaza Drive stormwater drainage facility, it appears that this does not conform to the intent of the DOE stormwater manual. Section 3-3.6.4 BMP RI.10 Water
Quality Infiltration Trench states, “This BMP will typically be located “offline” from the primary conveyance/detention system in order to effectively treat pollutants and protect the
infiltration soils from clogging.” Also the city will not allow the stormwater facilities to be installed under the street trees. The roots of the street trees will inundate the infiltration
facilities and provides increased maintenance.

Sewer note no. 1 – specify how the contractor is connecting to the ex. 4” forcemain.
Sewer note no. 10 – what is the intent of this note. It is unclear why a 1” plug is needed here.
Sewer note no. 14 – specify who is the manufacture of the tank is and the model number.
Sewer note no. 15 – specify who is the manufacture of the grease trap and the model number. Also add a detail of the grease trap with inverts, rim elevations and required information.
The plans need additional information for the connection of the STEP tank, grease tank and building connections.
The STEP service line will not be allowed to be installed in the landscape planter area. Relocate the service line to another area.
Please specify if the STEP tank is a simplex or duplex pumping system.
A hose bib needs to be within 50 feet of the STEP tank for maintenance of the STEP tank. Show hose bib on the civil plans.
The elevations given for the STEP tank appear to be in error based on the finish floor elevations please check and revise.
The STEP pump system must be Class 1, Div 1, intrinsically safe electrical components and assembly. Add this note to the plans.

What is the intent of the hot and cold water services to the dumpster pad?
Cut-in-tees are not allowed in the City of Yelm. Revise the connection callout.

The watermain shall be PVC C900 CL 150 or ductile iron. See Development Guidelines of specifications.
Revise the spelling of “maintain minimum 3.5’ cover over watermain” in the profile view.

General Comments
The Plaza Drive Street has substantial subgrade failure. The developer is required to bring this street up to city standards. This will also require the removal and rebuilding of this
street along the frontage of this project. An asphalt overlay will not adequately repair this street without repair to the subgrade.
The storm drainage report has not provided enough information to complete my review of the storm drainage plans. Some of the concerns the City has are:
The additional maintenance that will be required by having an open infiltration trench in the bottom of the infiltration pond.
Having the entire 100-year flow routed to the wetpond as opposed to just the 6-month flow and being “offline”.
The wetpond outflow as designed has no overflow protection if in the event the elbow is plugged.
The perimeter landscape buffer required is 8 feet. The plans show 8 feet on two sides and 6 feet on the remaining two sides. All are required to be 8 feet. Buffer averaging may be
used in this instance. If your elect to use this option, you are required to submit your solution to the Community Development Center for review and approval.
Plaza Drive Channelization plans need to be submitted to the City of Yelm for review.
The landscape and irrigation plans are being reviewed and you will receive a separate review letter.
The location of the garbage dumpster does not provide a 50’ access for the refuge truck. Coordinate with Lemay Inc for their approval on the dumpster location. The dumpster enclosure
must also be large enough to contain the recycling bins inside of it.
The engineer is to submit water and sewer usage calculations to the City of Yelm Development Review Department. Please submit these calculations with your next submittal.
