No unlicensed and /or inoperable motor vehicle, as such term is defined in RCW Title 46, shall be stored on any premises within the city for a period exceed- ing thirty days, unless the same is stored within an enclosed structure. Violations hereof shall be attributed to the owner or owners of record of the real property. (Ord. 367 §1, 1990). 10.20.020 Time limits -- Calculation. Calculation of the permissible period of outside storage shall be based upon the cumulative number of calendar days such vehicle is stored on such property during any period not exceeding one year's dura- tion. (Ord. 367 $2, 1990). 10.20.030 Civil infraction - -Civil penalty. Violation of this chapter shall be deemed a civil infraction, venue and jurisdiction thereof to lie to the municipal court of the city. Upon finding that such infraction has been committed by a property owner, the same shall be susceptible to a civil penalty not exceeding two hundred fifty dollars for each count thereof. Each day of continued violation shall be susceptible to separate citation and civil penalty. (Ord. 367 0, 1990). 10.20.040 Continued violation -- Abatement -- Costs. Con- tinuation of any violation of this chapter, once adjudged, may be abated by employees and /or agents of the city, who shall have a right of entry upon such property to effect such abatement. Provided, however, that at least twenty -four hours' notice shall be given in writing of the city's intent to enter and abate, together with the estimated cost of such abatement. Once incurred, any abatement costs shall be repaid to the city as restitution, and if unpaid shall be and constitute a lien upon the subject real property.
