Dear lvLr. C~ibsozz.
We have completed an initial revie~r of the project report dated August 23, 2007, by ~PIiF for the Water Booster
Pump Station that is intended to provide potable water service. to the Forrester Heights development. Based on
this initial review, it appears that the pumps the applicant is proposing meet the inimun-z operating pressures
required to respond to ~ ire event (20psi residual pz°essure}.
However, according to the Washington Administzative Code (WAC_'), it appears that constructioz°z docufnezzts and
a project report will need to be submitted and receive approval from the Washington State Department of Health
prior to pump station constz~.zctiozz. Our interpz-etatiozz of ~V~C' 24C-290-1 l0 azad 24~-290-125 suggests that this
prajeet would not be eligible for exception from the submittal process, because it eras not included izi the Capital
Izrzprovernent Plan for the City's current watez- systerzl plazz, dated 2002, and to our l~zzo~vledge a specifze request
to be excused froze the st~bznittal process for boostez• pump statiozas did not accorzzpany the 2002 plan.

We would recomzrzend that the applicant provide the following inloz-znation az-zdlor docuzxlez~ts, Upon receipt of
this more detailed information we razz pz-ovide a more thorough z•eview of the proposed pump statioz~z and, if
needed, request additional infoz°zrsatioz~.
Submittal of a project report to the Delaartrnent of I-tealth (DC~H)- We would refer tl~e applicant to
chapter 2 of the Water S}Jstem Design l4~anual and WIC 24C~-290-1 l0 which specify what sections mzzst
be considered in the project report. We would encourage the applicant to include these sections in the
table of contents of their project z-eport.
