Gibson: This letter is a response to the Forrester Heights Booster Pump Station review performed by the DOH Office of Drinking Water (ODW). a understand that the City of Yelm would like the opportunity to review and respond to this letter. The review letter from ODW, dated January 7, 2008, is attached. 1. Please clarify the operating sequence of the pumps. It would be a good idea to have the pumps alternate in lead/lag position. This will reduce wear on an individual pump and extend the pump life. Response: a operating sequence of the pumps has been clarified in the protect report. The three larger pumps wits alternate feaditag position to equalize run time an ail pumps. 2. OD recommends this system installs an autodial system that notifies the office or operator if an alarm is sounded at the booster station. The visual and auditory alarms onsite may not be noticed very quickly. Response: The plans and report have been updated to include the remote terminal unit to connect to the City of Yelm SCAQA system. 3. Please include a sample tap at the booster station, a common suction side pressure gauge, and check valves on the discharge side of the pumps. Based on a review of the City of Yelm's current Water System Plan (WSP} (approved in 2002}, ODW was not able to find where this booster station project was identified. Please clarify if this project was included in the 2002 WSP. WAC 246-290-110 (3} requires project reports submitted for approval must be addressed in the WSP. If it is not addressed in the WSP then additional requirements will apply, Response: a have added a paragraph to the report (page 1) with more detailed information from the 2002 after System Plan about where this type of project is addressed. The water system standards are at least as stringent as those discussed in WAC Chapter 246-29Q and do not deviate from department design guidance unless adequately justified. 1. DESIGN ST S (Performance Standards and Sizing Criteria) The hydraulic evaluation criteria are based on maintaining system pressure and velocity, as defined in the DOH WAC 246-290-230 and in (raup A Public kl'ater Systerrzs Waterwarks Standards. The following criteria were used to evaluate the distribution system. The future City distribution system shows the major line sizes required for meeting the performance standards. Water Line sizes for projects within the "skeleton" system will be deternuned on a case-by-case basis. 4. A DOH Construction leport for Public Water System Projects should be completed at the end of each water system project, These can be obtained from the DOH's regional engineer. City of Yel 7-2 Comprehensive 2002 Water Plan Construction recards are to be submitted at the end of the project. Currently the data is filed with . the Public Works Department.
