These documents have been revised by KPFF and resubmitted to the City of Yelm for review prior to this submittal to the Department of Health. Upon receipt of the plans and a subsequent water hammer analysis we are satisfied that all comments from your review letter were addressed. The following is an item by item response for the 5 comments that were made in your January 7th letter to KPFF Consulting Engineers. The operating sequence of the pumps has been clarified in the project report. The three larger pumps will alternate the led/lag position to equalize the run time on all the pumps. 2. The plans and report have been updated to include the remote terminal unit to connect to the City of Yelm's Telemetry system. 3. A sample tap at the booster station, a common suction side pressure gauge and check valves on the discharge side of the pumps have been shown in the booster station design. 4. There has been an exhibit added to Appendix E of the report showing the City of Yelm's 2002 Water Service Area. The addition of a booster pump to serve the subject portion of Yelm's Water Service Area was not specifically identified as a project in the Yelm's current Water System Plan, but booster pumps are specifically identified in Chapter 7 of the Yelm Water System Plan as distribution-related projects which can be approved through the development of design and construction standards. The City intends that the plans for the booster pump being currently being reviewed will become the design and construction standards for both the current project as well as future booster pumps, if needed elsewhere in the Yelm Water Service Area to maintain adopted performance standards as found in Section 3 of Chapter 7 of Yelm's Water System Plan. At this time I am unaware of any other outstanding comments or concerns for this water booster station proposal. This project is for a new booster pump station that will serve approximately 24 single-family residential lots. The following comments must be addressed before I can complete my review. 1. Please clarify the operating sequence of the pumps. It would be a good idea to have the pumps alternate in lead/lag position., This will reduce wear on an individual pump and extend the pump life. 2. OI?W recommends installation of an autodial system that notifies the office or operator if an alarm is sounded at the booster station. The visual and auditory alarms onsite may not be noticed very quickly. 3. Please include a sample tap at tl~e booster station, a common suction side pressure gauge, and check valves on the discharge side of the pumps. 4. Please include a snap showing tl~e location of the pump station acid the development being served with respect to the service area and Urban Growth Area. S. Based on a review of the City of Y~elm's current Water System Plan (WSP} (approved in 2002), I was not able to find where this booster station project was identified. Please clarify if this project was included in the 2002 WSP, WAC 246-290-I l0 {3}requires project reports submitted for approval must be addressed in the WSP. Qffice of Drinking Water Regional Engineer Enclosures cc: Edward Smith, City of Yelm Forrester Heights, LLC Jim Goode, Thurston County Health Department Linda Kildahl, t~DW Bonnie Waybright, QDW - CHAPTER 7 DISTRIBUTION FACILITIES DESIGN AND CONSTRUCTION STANDARDS INTRODUCTION The purpose of this chapter is to describe water system standards for distribution facilities design and construction, and provide guidance to the City enabling them to utilize an alternative approval process for fixture improvements to the water system. With advanced approval of design and construction standards along with an approved water system plan, the City of Yelm does not need to obtain written D4H approval of individual. project reports and construction documents for projects relating to distribution mains and other distribution-related facilities. The City must still comply with ail applicable sections of the regulation, including project report and construction document requirements listed under WAG 246-290-110 and -120, whether or not documents are submitted to DOH far approval. The City should verify applicability far this submittal exception process at the preplanning conference or by contacting the DOH regional engineer. Distribution-related projects eligible under the alternative approval process include distribution reservoirs f storage tanks, booster pump facilities, transmission mains, distribution mains, pipe linings and tank coatings. Sources of supply and water quality treatment projects are not eligible under this alternative review process. Such projects must be submitted to DOH for review and approval prior to construction. Source of supply projects refer to all work involving the development of a new source or redevelopment of an existing source at the wellhead, interties, _ and/or any project that would result in source capacity changes. _ ~: . - Design and construction standards are based on DOH design guidance and other documents generally accepted by engineering professionals as containing fundamental criteria for design and construction of water utility projects. The water system standards are at least as stringent as those discussed in WAC Chapter 246-290 and do not deviate from department design guidance unless adequately justified. 1. PROJECT REVIEW The City of Yehn has developed standards and requirements pertaining to water line projects. These standards are utilized in the City's project review process_ Typically during the review process, the City's development review engineer or the Public Works Supervisor will review the plans of the proposed project to verify that the project plans and specifications are consistent with the City's construction and development standards as well as this comprehensive water plan. The City has, in the past, used outside consulting engineers to review plans and specifications. The City's development and construction standards are included in the appendix of this report. 2. POLICIES AND REQUIREMENTS FOR OUTSIDE PARTIES The City has established policies and requirements for development /extension of the water system by outside parties. Outside parties or "developers" making alterations to the system will be required to abide by the policies and requirements included in the following documents. City of Yelm Development Guidelines City of Yelm and Thurston County Joint Growth Management Plan City of Yeim 7-i Carnprehensive 2002 Water Plan City of Yehn Ordinances: Chapter I3, Water and Sewer The above policies include various requirements of system performance and development standards included but not limited to right of way, looping requirements, minimum fire flow requirements, Coordinated Water System Plans and level of service standards according to the gowth management act. 3. DESIGN STANDARDS (Performance Standards and Sizing Criteria) The hydraulic evaluation criteria are based an maintaining system pressure and velocity, as defined in the DOH WAC 246-290-230 and in Group A Public Water Systems WaterwQrkr Standards. The following criteria were used to evaluate the distribution system • Maintain a minimum pressure of 30 psi in any point in the distribution system during PHD conditions. • Maintain a minimum pressure of 20 psi in any point in the distribution system during fire flows under MDD conditions. • Limit pipe velocities to approximately 8 fps. • Limit main pressures in the distribution system to 100 psi. • The minimum tine size is 8" far dead end lines and 6" for looped lines. The future City distribution system shows the major line sizes required for meeting the performance standards. Water tine sizes for projects within the "skeleton" system will be determined on a case-by-case basis. ~- ~~ 4. CONSTRUCTION STANDARDS {Materials and Methods) The City's development standards specifcally address the accepted materials and construction methods regarding the water system. This includes equipment and material for: Piping Fittings - Valves Blow offs Air and Vacuum Release valves Disinfection Requirements Meters .anchoring systems Thrust Blocks Hydrants Meter Setters Water Line Testing Taps Meter Boxes The City's development standards and details are included in the appendix. 5. CONSTRUCTION CERTIFICATION AND FOLLOW-UP PROCEDURES The City ensures that water system distribution projects are constructed in accordance with the water utility's construction standards by inspecting the construction, observing testing and colIeeting Bac-T test results. A DOH Construction Report for Public Water System Projects should be completed at the end of each water system project. These can be obtained from the DQH's regional engineer. There is no procedure for updating the City system map in a -- systematic way.
