Dear Steve:
As of the City’s inspection at approximately 2:00 PM on Tuesday afternoon, the following items have not been completed from previous punch lists:
Damaged curbing needs to be replaced before issuance of first building permit, with savings account assignment of 150% of the anticipated cost of repair.
ADA sidewalk return at the west end of 105th (to be included in a savings account assignment with curbing repairs).
Sidewalks and ADA ramps are not complete.
Street lights have not been installed.
Guy wires on 105th have not been moved and the sidewalk and fence at these locations have not been completed.
The ADA ramp on 3rd has a tripping hazard.
The striping of 3rd and Mosman is not complete. Although you indicate that you don’t believe this is part of the land use approval, a fog line typically delineates a shoulder of the
same surface as the drive lane. This can be included in the savings account assignment for curb repair.
Payment for chip sealing. As this cost has not yet been received by the City, it alone would not hold up final subdivision approval provided a financial guarantee was provided for this
work.
The signage is not complete and posts that have been set are not set in concrete.
The landscaping is incomplete
Street trees did not follow approved planting plan
Trees were planted within 5 feet of water main and chlorine contact line
Hydro seeding in planter strips is not complete
The irrigation system is incomplete and still being installed
The open space improvements are incomplete
The pedestrian trail has not been constructed
The play equipment in the tot lot is not installed
The hardware for the volleyball court has not been installed
As you recall, we spoke about scheduling the final plat on September 29, 2004, at the counter. We had originally scheduled the final plat for City Council action for the November 10,
2004, meeting and you indicated that you needed the approval to be scheduled for the October 27 Council meeting. Tami Merriman agreed to send the survey out for review immediately and,
if the survey review was complete and all punch list items were complete prior to October 15, 2004, we would schedule the matter for October 27th.
On Friday the 15th, there were still substantial improvements that were incomplete, and the survey was returned to the Department with changes based on the first review. Rather than
hold to the drop dead date to which we had agreed, we allowed you the weekend to finish construction of the subdivision and complete the second survey review. At the Monday morning
inspection, there were still substantial outstanding construction issues and the survey was not returned until 2:30 PM. The Department again agreed to move the deadline to the following
day.
As of today at around 2:00 PM, the above items on the punch list are not complete and the survey was just returned for the third review.
I make the points above simply to clarify that we have stretched the deadline to the breaking point and beyond. Staff with the Department have given a high priority to the project and
have conducted mulitple inspections of Yelm Terra in order to deal with the last minute issues which have arisen because of the pressure to make the deadline of the 15th. In good concience,
we can not, and have not in the past, scheduled a subdivision for approval by Council before all required improvements were complete. At this time, there are simply too many items remaining
on the punch list which have not been installed, much less inspected and accepted, to proceed.
