Following are the key points discussed and coordination items: City will provide Pacific Engineering with a copy of the final approved pump plans and design report. Pacific Engineering will review and provide Lee Allison with the necessary design information so that Lee can coordinate with Pumptech for preparation of pump and telemetry plans and specifications (allow 8 weeks to complete). When completed, Pacific Engineering will review those plans and forward to the City of Yelm. City indicated that they would need approximately 1 week for their consultant (Parametrix) to review those plans and get back to us with approval or a list of any additional information required prior to approval. Pacific Engineering will coordinate with the Fire Marshall's office (Gary Carlson 360- 458-8407) for required fire flow and with the city (Kevin Ray) for available fire flow. These numbers will also be provided to Lee Allison who will forward to Pumptech. Lee Allison will prepare a sketch of his proposed work at the pump and sewer roll valve installations. He will forward that sketch to Pacific Engineering. Pacific Engineering will prepare an AutoCAD drawing based on that sketch for review by the city so that they have a clear understanding of the work involved prior to proceeding. City is furnishing Ron Tremaine a breakdown of some earlier fees owed to the city that were not paid by the previous applicant. Once these are paid, that building permit can be picked up. The plat is recorded and the city will furnish a copy of such. A warranty letter to guarantee construction of the booster has expired. City to furnish a copy. A claim against the city was filed by Lot 15 on December 7, 2009, with a lawsuit filed later that month. This is in regard to the lack of water availability to the constructed lot. The city indicated that the lawsuit was filed prematurely, as there is normally a 60-day period between filing a claim and filing the lawsuit. The end result of this lawsuit, if it were allowed to reach fruition, would be for the city to revoke the recorded plat. In avoiding this, one of the steps the city has asked for is that all major and minor plat improvements be bonded before February 7, 2010. The city indicated that bonding, a letter of credit or a set aside letter are all acceptable. A draft performance bond was provided at the meeting and Ron has a copy. Dollar amounts for the bond /set aside / letter of credit need to be obtained from the city. The vah=e is specially designed to operate with raw water. The combination air valve discharges air (gases) during the filling or charging of the system, admits air to the system while it is being emptied of liquid and discharges accumulated air (gases) from the system while it is under pressure and operating. 'fhe aah•e's unique design guarantees complete separation of the water from the sealing mechanism and provides optimum work conditions. Operation The air ~ vacuum component, discharges air at high flow rates during the filling of the system and admits air into the system at high flow rates during its drainage. High velocity air cannot blow the float shut. Water entry to the lower portion of the valve will cause the sealing of the valve. At any time during system operation, should internal pressure of the system fall below atmospheric pressure, air will re-enter the system. The smooth release of air prevents pressure surges and other destructive phenomena. Admitting air in response to negative pressure protects the system from destructive vacuum conditions and. prevents damage caused by water column separation. Air re-entry is essential to efficiently drain the system. The automatic component, releases entrapped air from peaks of pressurized systems where the valve should be installed. Pockets of accumulated air may cause the Following destructive phenomena: • Impediment of effective flow and hydraulic conductivity of the system along with a throttling effect as would a partially closed valve. In extreme cases this will cause complete flow stoppage. • Accelerate cavitation damages. • High-pressure surges. • Accelerate corrosion of metal puts. • Danger of ahigh-energy burst of compressed air. As the system starts to fill, the valve functions accorduig to the following stages: 1. Enhapped air is released by the valve 2. When the water level reaches the valve's lower portion, the lower Float rises, and draws the "seal plug" to its sealing position. 3. The entrapped air is confined in a pocket bern=een the water and the sealing mechanism. The air pressure is the system pressure. 4. Increases in system pressure compress the trapped air in the upper section of the cone shaped chamber. The conical shape guarantees the height of the air gap. This assures complete separation of the water from the sealing mechanism. 5. Entrapped air (gas) accumulating at peaks (where air valves should be installed) along the system rises to the top of the valve, which in turn displaces the water in the valve's body. 6. When the water level is lowered to a point where the float is no longer buoyant, the float will descend, peeling the rolling seal. This action opens the valve's orifice and allows part of the air that accumulated in the upper portion of the valve to be released to the atmosphere. 7. Water enters the valve. The float rises, rolling the rubber- sealing band to its sealing position. The remaining air gap prevents the water from fouling the mechanism. When internal pressure falls below atmospheric pressure (negative pressure): 1. Both orifices will be immediately unplugged as the floats drop away. 2. Air is admitted to the system. Tested: 250 psi. • The valve's unique design prevents any contact bem=een water and the sealing mechanism by creating an air gap at the top of the valve. Those features are achieved by: - The conical body shape designed to maintain the maximum distance between the water and the Sealing Mechanism; so as to obtain minimum body length. - Spring loaded joint between the stem and the upper Float. Vibrations of the lower float will not unseal the automatic valve. Release of air will occur only after enough air accumulates. - The valve design, Rolling Seal Mechanism: is less sensitive to pressure differentials than a direct float seal. The existing branch and stub up piping, from the main, has not been tested and such will be required before building construction can begin. 4) Pump Controls and Telemetry: a. Pumptech, Inc will provide the specified pumps, headers, motors and motor thermal protection, only. b. Taurus will provide all panels and the balance of all controls necessary to provide a complete and operable system. This system is to be fully compatible and functional along with Yelm's present computerized maintenance system. 5) Pacific Engineering will, by Friday, 01/29/10, provide to PCP a report including the design characteristics of the proposed pumps. This report will provide Pumptech, Inc the information they need to quote both price and delivery date for their equipment. 6) Roll Seal Pressure Sustaining Assembly, Mainline Tie-In: a. The constructability issues PCP raised were acknowledged as valid as was their proposed solution, so long as the ductile iron pipe and valves receive 401 epoxy coating. PCP acknowledged and assured the City that such requirement would be met. This proposed arrangement will allow the work to be accomplished within the very shortest of time span and thus have the least impact on the overall system. The Present location allows much more access to the utility easement and from both a safety and esthetic standpoint more desirable, however if approved, will require reconfiguration ofthe Generator fenced compound. (We have ordered shop drawings on the proposed generator to see if we can still have the necessary clearances with nothing more than realignment of the common fence line.) c. In any case, the existing water stub ups will need to be tested before any construction is started (even with approval of the present location) 4. Telemetry issues (coordination of systems with City of Yelm current controllers). It appears to me it would be to the best interests of both the City and the construction process if: a. There is a constructability issue with the mainline tie in (as designed there is not way to assemble and insert into mainline). Recommend: i. All ductile iron pipe assembly with ii. 6" x 6" DI MJ x MJ sleeves at each end of the "drop in assembly' which will include: 1. Two each 6" MJ x F Tees with MJ x F Gate Valves bolted to the tees. Use transition gaskets in the MJ fittings to adapt to the existing class 200 IPS PVC mainline 2. The 6" MJ x MJ Mainline Gate Valve, as shown. (This arrangement will allow immediate turn on of pressure and thus minimum shut down time). After due consideration of the issues of safety, esthetics and function, it was determined that the construction of the pump house at the location of the present pipe stub ups is acceptable to the City of Yelm, so long as the necessarily revamped generator compound can still serve the needs of the generator. (PCP is providing the attached sketch of the proposed generator pad for use by Pacific Engineering for their presentation to the City of Yelm's approval.) b. The existing branch and stub up piping, from the main, has not been tested and such will be required before building construction can begin. 4) Pump Controls and Telemetry: a. Pumptech, Inc will provide the specified pumps, headers, motors and motor thermal protection, only. b. Taurus will provide all panels and the balance of all controls necessary to provide a complete and operable system. This system is to be fully compatible and functional along with Yelm's present computerized maintenance system. 5) Pacific Engineering will, by Friday, 01/29/10, provide to PCP a report including the design characteristics of the proposed pumps. This report will provide Pumptech, Inc the information they need to quote both price and delivery date for their equipment. 6) Roll Seal Pressure Sustaining Assembly, Mainline Tie-In: a. The constructability issues PCP raised were acknowledged as valid as was their proposed solution, so long as the ductile iron pipe and valves receive 401 epoxy coating. PCP acknowledged and assured the City that such requirement would be met. This proposed arrangement will allow the work to be accomplished within the very shortest of time span and thus have the least impact on the overall system. When completed, Pacific Engineering will review those plans and forward to the City of Yelm. City indicated that they would need approximately 1 week for their consultant (Parametrix) to review those plans and get back to us with approval or a list of any additional information required prior to approval. Pacific Engineering will coordinate with the Fire Marshall's office (Gary Carlson 360- 458-8407) for required fire flow and with the city (Kevin Ray) for available fire flow. These numbers will also be provided to Lee Allison who will forward to Pumptech. Lee Allison will prepare a sketch of his proposed work at the pump and sewer roll valve installations. He will forward that sketch to Pacific Engineering. Pacific Engineering will prepare an AutoCAD drawing based on that sketch for review by the city so that they have a clear understanding of the work involved prior to proceeding. Kathleen Herdlein January 25, 2010 Forrester Heights PED No. 09023 The pump building design is approved. City is furnishing Ron Tremaine a breakdown of some earlier fees owed to the city that were not paid by the previous applicant. Once these are paid, that building permit can be picked up. The plat is recorded and the city will furnish a copy of such. A warranty letter to guarantee construction of the booster has expired. City to furnish a copy. A claim against the city was filed by Lot 15 on December 7, 2009, with a lawsuit filed later that month. This is in regard to the lack of water availability to the constructed lot. The city indicated that the lawsuit was filed prematurely, as there is normally a 60-day period between filing a claim and filing the lawsuit. The end result of this lawsuit, if it were allowed to reach fruition, would be for the city to revoke the recorded plat. In avoiding this, one of the steps the city has asked for is that all major and minor plat improvements be bonded before February 7, 2010. The city indicated that bonding, a letter of credit or a set aside letter are all acceptable. A draft performance bond was provided at the meeting and Ron has a copy. Dollar amounts for the bond /set aside / letter of credit need to be obtained from the city. All STEP Tanks installed larger than 3000 gallons shall be fiberglass tanks mfg. by either Containment Solutions Inc. or Xerxes Inc. 2. All fiberglass STEP Tanks Shall be installed by qualified installers, fallowing the mfg. directions and shall be secured with Tie-Down straps with "Dead Men" Sizing and materials for Dead Men and strapping shall be per the mfg. recommendations. 3. Buildings served by STEP Sewer, utilizing on site "back-up" generators for power outages must have electrical service installed in such a manner that the STEP system will also be supplied power by the auxiliary Generator. 4. The Pump Control Panels for all STEP tanks housing 2 or more pumps shall be fitted with a transfer switch model DT 323 URK as mfg by Cutler Hammer and a male plug, model 70530 MBWP as mfg by Bryant for use with the cities portable auxiliary generator. 5. All STEP tanks less than 3000 gallon shall have one 4" hole in the divider baffle centered at 20" above the floor of the tank. STEP Tanks sized at 3000 gallon shall have one hale in the divider baffle centered at 26" above the floor of the tank. b. All `Traffic Bearing' Service Boxes shall be a model MSBC 1324-12 mfg. by Mid States Plastics BC Series. 7. All pasts used to support Pump Control Panels must be Hot Dipped Galvanized Unistrut. •~ ~ ~ ~~~,~ .-,_.~ 8. All `Air Release, Vacuum Release and Combination Air ReleaselVacuum Release valves shall be a model D-021 Combination Air Valve "MINI SAAR" sized according to the mfg. recommendation per pipe size. 9. The following are items that need to be addressed: SEWER D A broken Carson Box needs to be replaced at lot 7 D A broken Carson Box needs to be replaced at lot 13 D The valve needs to be exposed in the Carson box for lot 17 D At lot 21, the irrigation control box and the sewer Carson box are only 2' apart. 10' of separation is required. D A broken Carson Box lid must be replaced at lot 22. D At lot 23, the irrigation control valve is 4' from the sewer Carson box. 10' of separation is required. ^ The Gate valve vault at station # 5+00 must be cleaned out (Sand). ^ The end of line clean out cap needs to be extended up as high as possible. ^ The Ball Valve (in the Carson) Boxes must have finished grade around them before a final inspection can be done. WATER D Has the developer paid for the Hydrant locks for this project? ^ The Booster Pump Station has not been approved or constructed for this project. ^ Replace meter box D At lot 21, the irrigation control box and the sewer Carson box are only 2' apart. 10' of separation is required. D A broken Carson Box lid must be replaced at lot 22. D At lot 23, the irrigation control valve is 4' from the sewer Carson box. 10' of separation is required. CIVIL D Pavement ADA ramp at bottom of the hill needs to be replaced as a 1" deep tire track in it, marked in Red. D Grade on the back of walk at lot # 24 needs to be brought up to 1 inch and 1 foot of back of walk. ^ Street Sign needs to read Palisades Street S.E. LANDSCAPE D Hydro seeding required within storm pond and planter strips. ^ Remove or relocate debris adjacent to cul-de-sac area. ^ Trees along the east property line to be planted per conditions of approval prior to receiving certificate of occupancy for lots 11-16. (May be completed in future) ^ A sign for a residential development must not exceed 18 square feet in area and 5 feet in height. The existing sign must meet these conditions for approval.
