8317 civil 1 10202October 2, 2002 Denny Balascio Yelm Property Development 16422 Middle Road SE Yelm, Washington 98597 RE: Willow Glenn Division 2 Civil Engineering Review No. 1 City of Yelm Project No. SUB-02-8317-YL Dear Mr. Balascio I have reviewed the plans submitted and dated 9/03/02. (Date of PE stamp). The following are comments from the above referenced plans and need to be addressed on the future submittal. I have organized these comments by page number. Sheet 1 of 12 Approval Block needs to be revised to say “Development Review Engineer” instead of Public Works Director. (Typical all sheets) Add all the tax parcels that are included in this project. Sheet 2 of 12 Add a note to remove the existing septic tank(s) and drain field per the Thurston County Health Department requirements. Complete the curve data table. Show one construction entrance on the plans. This entrance should not be located where utility pipes need to be installed. Lot 28 will need to access the new proposed roadway. Residential lots are not allowed to access collector roads. Revise the property line to reflect all tax parcels that are included in this project. Sheet 3 of 12 Add a label to each catchbasin construction callout stating where the offset is measured. (i.e. center of structure, center of grate or flow line.) Add proposed contours to the roadway, lots and drainage tracts. Verify the page numbers for referenced information. The drainage tracts need to have access ramps. Call out the rock specification for the access ramps to the drainage tracts. The catchbasin distances are greater than allowed by the Development Guidelines. Please revise the distances from the high point to the inlets. Label the lengths of the bioswales on the plans. Label what street section is being built by the contractor on sheet 3. All streetlight information needs to be shown on the plans. Sheet 4 of 12 Add the horiz. and vertical drawing scale on this sheet. Label the high points and low points of the vertical curves. Verify catchbasin information and callouts. They do not match pervious sheets. Label the offset point for each catchbasin. Sheet 5 of 12 Is the roof downspout system shown on the plans really the one the developer is going to utilize on the project? If not revise to reflect the actual design. Label sections A, B, C and D with a min of 10’ between property lines and top of slope. All slopes must be at least 10’ from any property line, tract boundary or right of way line. All bioswale treatment area must have vegetation growing before water may discharge to the swale area. If this is not possible soding will be required. Sheet 6 of 12 The sidewalk detail needs to show 5 feet in width. Show locations of the mailbox clusters on the plans. You will be required to have the postmaster’s approval for the locations before approval of the construction documents. The driveway placement detail will not work for this project. As the detail shows a min of 34’ is required to construct the driveway as shown. There are many lots with less than 34’. Also the max residential driveway width is 20 feet. Please revise this detail. Sheet 7 of 12 All the water and sewer boxes need to be shown located in the utility easement. This is behind the right of way line or sidewalk depending on which side of the road it is located. The sewer and water schedules need to be revised for the new box locations. The water and sewer main lines have a greater deflection than allowed by City Standards. The city allows a deflected radius of 200’ for a 4” PVC main and 380’ for an 8” PVC main. This is one half manufactured recommendations. The water and sewer mains need to be located between the curb lines of the roadway. Water Fitting Schedule note no. 1 and 14 please add, “City shall verify condition of blow off before it is reused.” Water Fitting Schedule note no. 7, copper supply line is not an approved material. See standard details. Verify the sizes of the sewer mains. They appear to conflict between sheets and the callouts. Sewer Fitting Schedule note no. 1 and 5 please add, “City shall verify condition of blow off before it is reused.” Air release assemblies will be required at all high points located in the proposed sewer main line. Sheet 9 of 12 Standard Detail 6-2 omit the 4” PVC valve riser and change the 1 ¼” corp. stop to a 1” x 1” corporation stop. Standard Detail 6-6 omit 4” PVC valve riser. Sheet 12 of 12 What is the cross slope of the frontage improvements. The profile shows and increase of the cross slope located at catchbasins. What is the max slope in the design? It appears that there are going to be numerous conflicts with the frontage improvements. Show how they are going to be addressed on the plans. The min allowable slope of storm drainage pipes is 0.5%. Revise your design to comply with this requirement. The pipe layout detail needs to have cleanouts at the end of the gallery pipes. Add a label to each catchbasin construction callout stating where the offset is measured. (i.e. center of structure, center of grate or flow line.) Call out catch basin rim and grate types. All street light information needs to shown on the plans. All frontage construction information and plans needs to be included in this set of construction documents. The phase one frontage plans have expired and are no longer usable for construction. Please include all information on this set of drawings. The storm drainage approval is still valid for phase one frontage plans. I will not review storm drainage information again. Storm Drainage Report Show all frontage improvements and basins on basin maps. Include the frontage improvements in the storm drainage report. The storm drainage manual requires soil test pits to be excavated in the storm drainage facilities. I was unable to locate the test pits and soils logs in the storm drainage report. The phase 1 test pits will not meet the requirement for phase 2. Please review and revise your engineering drawings.
