Give brief, complete description of your proposal, including the proposed uses and the size of the project and site. There are several questions later in this checklist that ask you to describe certain aspects of your proposal. You do not need to repeat those answers on this page. Subdivide a five acre parcel of land into a 2-lot short commercial subdivision and subsequently construct 69,000 square feet of mini-storage units on lot land commercial office and apartment building on lot 2 12. Location of the proposal. Give sufficient information for a person to understand the precise location of your proposed project, including a street address, if any, and section, township, and range, if known. If a proposal would occur over a range of area, provide the range or boundaries of the site(s). Provide a legal description, site plan, vicinity map, and topographic map, if reasonably available. While you should submit any plans required by the agency, you are not required to duplicate maps or detailed plans submitted with any permit applications related to this checklist. The project is located on Burnett Road, Ye/m, WA 98597 Section 13, Township 17, Range 1 W.M. Legal description is 13-17-1E 5A S2-NW-SE-SW LESS RD ON W and the Assessor's Parcel Number is 21713340600. The property is bordered by Burnett Road to the west and similarly zoned properties on all other sites. B. ENVIRONMENTAL ELEMENTS 1. EARTH a. General description of the site (circle one): Flat rolling, hilly, steep slopes, mountainous, other. b. What is the steepest slope on the site (approximate slope)? According to the Soil Conservation Service and existing topo survey the steepest slope on site is 4%. c. What general types of soils are found on the site (for example, clay, sand, gravel, peat, muck)? If you know the classification of agricultural soils, specify them and note any prime farmland. Spanaway gravelly sandy loam. d. Are there surface indications or history of unstable soils in the immediate vicinity? If so, describe. There are no sun`ace indications of unstable soils in the immediate vicinity. e. Describe the purpose, type and approximate quantities of any filling or grading proposed. Indicate source of fill. Site will require some grading and earthwork. It is estimated that approximately 20,000 c.y. may be moved around the site to meet grading and drainage requirements. Some native material may be processed onsite i.e. top soil, gravel and crushed rock and used for building/site construction. Some other material may be imported or exported as needs dictate. Page 3 f. Could erosion occur as a result of clearing, construction, or use? If so, generally describe. Erosion possibility is extremely low on this site. The highest potential for erosion will occur during the grading process for the project See item h. below for proposed control methods. g. About what percent of the site will be covered with impervious surfaces after project construction (for example, asphalt or buildings)? The total impervious surface after project construction will be approximately 36% of the site. h. Proposed measures to reduce or control erosion, or other impacts to the earth, if any: An erosion control plan will be developed in accordance with the City of Yelm and DOE standards. This plan will be reviewed and approved by the City. Erosion control fencing and other devices will be used to ensure no materials leave the site. Following construction, all exposed surfaces will be built on, landscaped and revegetated. 2. AIR a. What types of emissions to the air would result from the proposal (i.e., dust, automobile, odors, industrial wood smoke) during construction and when the project is completed? If any, generally describe and give approximate quantities if known. During construction, emissions to the air will be released from heary equipment and construction staff vehicles. Following construction, emissions from tenant vehicles will be released on site. All emission quantities are anticipated to be within normal ranges for projects of this type. b. Are there any off-site sources of emissions or odor that may affect your proposal? If so, generally describe. There are no off-site sources of emission or odor that will affect this proposal. c. Proposed measures to reduce or control emissions or other impacts to air, if any: All heary equipment will be fitted with required emission control devices. 3. WATER a. Surface: 1) Is there any surface waterbody on or in the immediate vicinity of the site (including year-round and seasonal streams, saltwater, lakes, ponds, wetland)? If yes, describe type and provide names. If appropriate, state what stream or river it flows into. There are no surface waterbodies on or in the immediate vicinity of the site. Page 4 2) Will the project require any work over, in, or adjacent to (within 200 feet) the described water? If yes, please describe and attach available plans. Not applicable. 3) Estimate the amount of fill and dredge material that would be placed in or removed from surface water or wetlands and indicate the area of the site that would be affected. Indicate the source of fill material. None 4) Will the proposal require surface water withdrawals or diversions? Give general description, purpose, and approximate quantities if known. No surface water withdrawals or diversions are planned as a part of this project. 5) Does the proposal lie within a 100-year flood plain? If so, note locations on the site plan. The proposal does not lie within a 100-year flood plain. 6) Does the proposal involve any discharges of waste materials to surface water'? so, describe the type of waste and anticipated volume of discharge. No waste materials will be discharged to surface water as a result of this project. Ground: Will ground water be withdrawn, or will water be discharged to ground water? Give general description, purpose and approximate quantities, if known. No groundwater will be withdrawn and no water will be discharged to groundwater as a result of this project other than stormwater runoff 2) Describe waste material that will be discharged into the ground from septic tanks or other sources, if any (for example: Domestic sewage; industrial, containing the following chemicals..., agricultural; etc.). Describe the general size of the system, the number of such systems, the number of houses to be served (if applicable), or the number of animals or humans the system(s) are expected to serve. Only treated stormwater will be infiltrated into the ground. All stormwater treatment and infiltration facilities will be designed in accordance with City of Ye/m standards. No other type of waste will be discharged to the ground. Water Runoff (including stormwater): 1) Describe the source of runoff (including stormwater) and method of collection and disposal, if any (include quantities, if known). Where will this water flow? Will this water flow into other water? If so, describe. Runoff will be generated from rooftops, parking areas, and drive aisles. Stonnwater systems on site will be designed in accordance with City of Ye/m standards to treat and infiltrate stormwater Page 5 2) Could waste materials enter ground or surface waters? If so, generally describe. It is unlikely that waste materials could enter ground or surface waters as a result of this project Treatment facilities have been designed to reduce this risk as much as possible. Proposed measures to reduce or control surface, ground and runoff water impacts, if any: Stonnwater systems will be designed in accordance with the City of Yelm standards. Treatment that meets or exceeds the standards will be reviewed and approved by the City of Yelm prior to construction. 4. PLANTS a. Proposed landscaping, use of native plants, or other measures to preserve or enhance vegetation on the site, if any. All landscaping will be per City of Yelm standards. Following construction, all disturbed areas will be landscaped with trees and shrubs. Native plants will be used where possible and appropriate. 5. ANIMALS a. What kinds of energy (electric, natural gas, oil, wood stove, solar) will be used to meet the completed project's energy needs? Describe whether it will be used for heating, manufacturing, etc. The building on site will use a combination of natural gas and electricity for lighting, heating and cooling. b. Would your project affect the potential use of solar energy by adjacent properties? If so, generally describe. The project will not affect the potential use of solar energy by adjacent parcels. c. What kinds of energy conservation features are included in the plans of this proposal? Indicate whether high, middle, or low-income housing. The project will create four new apartment units. b. Approximately how many units, if any, would be eliminated? Indicate whether high, middle, or low-income housing. These apartment units are expected to be in middle-income housing category. c. Proposed measures to reduce or control housing impacts, if any: None required. The project will create new housing. 10. AESTHETICS a. What is the tallest height of any proposed structure(s), not including antennas; what is the principal exterior building material(s) proposed. Final building design is not complete, but is anticipated to be two stories and approximately 30 feet in height No decision on building materials has been made to date. b. What views in the immediate vicinity would be altered or obstructed? Views in the immediate vicinity will be altered by converting a currently undeveloped parcel to a developed one. c. Proposed measures to reduce or control aesthetic impacts, if any: The site will be landscaped in accordance with the standards of the City of Yelm. Trees, shrubs and ground cover will be planted to create an aesthetically pleasing appearance. The project will be designed to comply with the City of Yelm design standards, and design review by City staff should ensure all requirements are met. 11. LIGHT AND GLARE What type of light or glare will the proposal produce? What time of day would it mainly occur? Lighting will be designed so that it is directed on site and to minimize the amount of light spilling onto adjacent properties. Could light or glare from the finished project be a safety hazard or interfere with view? Page 9 Lighting will be designed to comply with all safety standards and to minimize glare. No safety hazards will be created by the project. c. What existing off-site sources of light or glare may affect your proposal? There are no off-site sources of light or glare that would affect this proposal. d. Proposed measures to reduce or control light and glare impacts, if any: All fixtures on site will be designed to minimize or eliminate light spillage onto other properties and the city right-of-way. 12. RECREATION a. What designated and informal recreational opportunities are in the immediate vicinity? Parks, playgrounds, hiking trails, shopping and movie theater are nearby. b. Would the proposed project displace any existing recreational uses? If so, describe. No recreational uses will be displaced by development of the property. c. If not, what is the approximate distance to the nearest transit stop? Page 10 The Intercity Transit transfer station is located approximately 2000 feet southwest of the site. c. How many parking spaces would the completed project have? How many would the project eliminate. The completed project will have about 21 combined vehicle parking spaces. No spaces will be eliminated. d. Will the proposal require any new roads or streets, or improvements to existing road or streets, not including driveways? if so, generally describe (indicated whether public or private). The project will not require any new road or street. Frontage improvements along 6urnett Road are proposed. e. Will the project use (or occur in the immediate vicinity of) water, rail, or air transportation? If so, generally describe. The project will use little water, no rail, or air transportation. f. How many vehicular trips per day would be generated by the completed project? If known, indicate when peak volumes would occur.
