RE: Traffic Generation Information for the proposed Commercial Park
Development on Burnett Road - Yelm, WA
The purpose of this memorandum is to present the preliminary trip generation and traffic
impact fee calculations for the proposed Commercial Park development on Burnett Road.
We are requesting your review of this information, and upon your review, a telephone
discussion of any additional traffic information that may be required.
Project Description
Build out of the proposed development would occur over 2 phases. Phase 1 would
consist of up to about 70,000 square feet of mini-storage space, and Phase 2 would be a
mixed-used development consisting of 5,500 square feet of otfce space on the bottom
floor with 4 apartments on the top floor. The project site is located on the east side of
Burnett Road northeast of Yelm Avenue (SR-510). Vehicular access is proposed via one
driveway on Burnett Road. A project site vicinity map is shown in Figure 1, and a
preliminary site plan is included as Figure 2.
Trip Generation
The trip generation for the proposed development, shown in Table 1, was based on trip
generation equations documented in the Institute of Transportation Engineers (ITE) Trip
Generation Manual 7`" Edition (LUC 151 Mini-Warehouse, LUC 710 General Office
Building, and LUC 220 Apartment).
Phase 1 of the proposed development is estimated to generate 180 weekday daily trips,
with 18 of those trips occurring during the PM peak hour trips. During Phase 2, a total of ,
90 trips would be generated per day, with 10 occurring during the PM peak hour. The
total project trip generation is estimated at 270 weekday daily trips, with 28 trips occurring
during the PM peak hour.

Transportation Impact Fees
The City of Yelm administers a traffic impact fee of $750 per weekday PM peak hour trip.
Based on 18 trips generated for Phase 1, the traffic impact fee would be $13,500.
The traffic impact fee for Phase 2 would be $7,500 based on 10 PM peak hour trips. The
total impact fee for the Burnett Commercial Park development would be $21,000 based on
28 PM peak hour trips generated.
