Subject: Revised Traffic Scoping – Burnett Road Commercial Park
Dear Jeff:
We have reviewed the revised trip distribution for the Burnett Road Commercial Park project, dated January 20, 2006. The project consists of approximately 7,100 square feet of retail
space and 4,450 square feet of professional office space. Site plan approval was previously granted for the project; however, at that time the proposal was for mini storage units and
a mix of residential and retail uses. The mini storage units have been constructed, but the current Phase II proposal eliminates the residential units and includes two buildings with
retail and office uses.
In accordance with City of Yelm TIA Guidelines, a Transportation Impact Analysis will be required for the project. The new TIA should evaluate impacts generated by traffic from the
new proposed uses. Trips generated by the mini storage units already on the site should be included as pipeline traffic for the proposed Phase II.
Trip Generation/Distribution
Trip generation and distribution dated January 20, 2007 is acceptable.
Affected Intersections
The affected intersections are those through which 10 or more of the project trips travel. The following intersections should be included in the Traffic Impact Analysis for the project:

SR 510/Burnett Road
SR 510/Mountain View Road
SR 510 (Yelm Avenue)/Killion Road
Yelm Avenue/Cullens Road
Yelm Avenue/Longmire Street
Yelm Avenue/Solberg Street
Yelm Avenue/First Street
Yelm Avenue/Second Street
Yelm Avenue/Clark Road
Yelm Avenue/Plaza Drive
All turning movement counts must be less than two years old.
Site Plan
A full size site plan should be submitted with the TIA in order to review sight distance, access, street right-of-way limits, dimensioning to adjacent intersections, etc.
SR510/Burnett Road
The project will add new vehicle trips to the intersection, which will potentially impact vehicle flow on SR 510. The TIA should evaluate left-turn and right-turn lane warrants to assess
if intersection improvements are required to accommodate the traffic increase.
Horizon Year
Based on City TIA guidelines, the anticipated build-out/full occupancy year for the development should be used as the analysis horizon year. A horizon analysis year of 2008 is acceptable.
Pipeline Traffic and Background Growth
The pipeline projects incorporated in the analysis should include:

Project traffic distribution for the above pipeline projects has been provided. In addition to pipeline development traffic, a background growth rate of 2% should be applied to the
base year traffic volumes.
Please include a separate Figure in the TIA illustrating the total pipeline development traffic at the study intersections.
Street Adequacy Analysis
The TIA must address the adequacy of the streets that will serve the development and whether the condition of the streets will support the increased traffic from the proposed development.
As you know, the City has new TIA guidelines and procedures in place. Please note that, under the new guidelines, the TIA shall identify potential impacts that will require traffic
mitigation, but not the recommended mitigation. The City will identify the appropriate mitigation after reviewing the TIA.
