Initial Review of Civil – Site Construction Documents
Mr. Chamberlain:
The City of Yelm has completed the initial review of the proposed commercial development. Your application included:
Civil Review Application
Civil Plans received Jan 17, 2007
Amended Water and Sewer plans dated March 16, 2007
Turning Templates for Parking Lot dated March 19, 2007
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following
comments need to be addressed before the plans may be approved for construction. Our comments are summarized below:
Cover Sheet
Add the conditions of approval for the project to the cover sheet.
The approval box needs to be revised. The expiration date line should be replaced with “Expires one year from Acceptance Date”. Typical all sheets.
Horizontal Control Plan:
No Comments at this time.
Grading and Stormwater Plan:
The plan needs to have a detail of trash enclosure. The detail should show what the enclosure is being constructed of, heights and type of gates that are being proposed. Also you need
to provide an approval for the location of the trash enclosure by Lemay. A site plan with there signature showing they have reviewed the location is typically what they provide.
Construction note no. 3 references detail on sheet 6. The detail is missing.
TESC and Drainage Plan:
The design for the roof drains needs to be shown on the plans. Please include location, size and details. Also show the locations of the down spouts on the civil plans do not reference
the architectural plans.
The TESC plan you have shown is adequate for the start of the project. As with all projects the inspector will determine if additional bmp’s are necessary during the construction of
the project.
Water and Sewer Step Plan:
The plan needs to address the show the locations and address the following items: tank controller locations, hose bibs within 50 feet of the tank, tanks must be load bearing tanks,
If any of these buildings will have a food service or grease producing waste a grease interceptor WILL be required. You may want to consider this during construction.
The existing Burnett Road Step main is shown in the incorrect location. It is on the opposite side of the roadway under the shoulder.
You will need to utilize the existing Carson box that was installed as part of phase 1. Please see red lined mark up for possible solution.
The project is proposing 3000 gallon step tanks. This is ok. As tenant improvement permits are issued the City will be calculating the available usage in the tank. You may want to
increase tank size to keep your options open.
The pumping systems will need to be duplex systems.
Step tanks must not be set any deeper than 4 feet from finish grade to invert of tank. Please look at your side sewer length to determine if the tanks should be located closer to the
building to accommodate the depth.
Building B water meter service should be installed in the same trench as the fire hydrant. One street cut is needed then. . Show meter location and size. Also show Double Check Valve
Assembly located behind domestic meter.
Building A is also going to be requiring a Double Check Valve Assembly.
During Phase 1 the contactor only installed a 6” stub in the location of the PIV, FDC and DDCV vault shown the on the plans. Note that these are to be installed in phase 2.
You will need a separate FDC for each building. By locating a single FDC after the DCV you will flood both buildings when the fire truck hooks up to the sprinkler system.
Water Details:
Please show correct water details on the plans. The correct water details should have a signature in the approval box.
Grading Details:
Remove the gallery detail. It is not needed for these plans.
Landscape and Irrigation Plans:
The curbing around the refuse container must allow for the gates to be able to swing open.
It is assumed that the parking adjacent to the storage units is close to the existing fencing and that the landscaping there is continuing to the curb.
The existing meter is 1.5” in size. The plans require a 1.5” water meter. Verify.
Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project
engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. This will significantly expedite our
