We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments
need to be addressed before the plans may be approved for construction. Our comments are summarized below: Engineering Comments: 1. The stormwater pond is required to have a 4’ green
or black chain link fence around the pond. This fence will also be required to have access points (gates) with an open width of 15ft to access the treatment devices. The access will
also be required to have a 15’ paved access road and driveway from the roadway. 2. The sidewalks sidewalks located at the bulb outs need to continue in a straight line and not follow
the shape of the curb. At the bulb outs the planter strip becomes much wider in this area. 3. Stormwater pipes need to have at least 0.50% slope. The plans shows some pipe runs with
less slope. Please revise. 4. A fire hydrant needs to be installed in Prairie Wind Ct cul-de-sac. The tract b is expected to be developed in the future. 5. Thermoplastic Stop bars need
to be added to the construction plans (typ 2 locations) 6. A full width type 3 barricade needs to be installed at the end of Prairie Wind St. 7. A “Future Street Connection” Sign needs
to be added at the end of Prairie Wind St 8. A Dead End Street sign needs to be installed just inside the entrance of the plat. 9. A portion of the frontage improvements need to be extended
to include the 30 ft pan handle that extends to Cullens Road. The curb, gutter and asphalt need to be extended to Sta. 33+36. The sidewalk should remain terminated at 34+50. There is
not enough dedicated right of way to extend the sidewalk all the way through to Sta. 33+36. 10. The City of Yelm’s policy requires that when trenching parallel to the roadway within
the asphalt area, the lane must be grounded and overlayed. Please show the area that is not part of the frontage improvements to be ground and a crushed rock base and a 2” overlay required.
11. Street lights need to be shown on the plans. This should include the station and offset of the base and the detail for the installation of the direct bury bases.
July 27, 2007 Page 2 of 2 12. Street Lights are required at Prairie Wind Ct at Sta. 21+00 and 22+00 both located between the sidewalk and curb. These lights shall be 25’ in height. 13.
Street lights are required on Prairie Wind St at Sta. 13+50 and as shown at approx.11+30. these lights shall be 25’ in height 14. Street lights are required on Cullens Rd at Sta. 34+50
and 36+50 and oriented over Cullens Rd. These lights shall be 35 feet in height. 15. The irrigation plan should be drip irrigation only in the city’s public ways. It is the City’s policy
to conserve water and only allow drip irrigation in the public ways. 16. Gary Carlson needs to review the street names before they can be approved. 17. On Sheet 19 -Please note that
the asphalt will require patching per the trench restoration detail. I did not see Note 5 called out. 18. On Sheet 19 -The Developer is responsible for the cost of the fire hydrant locks.
The City of Yelm Water Department will order and install the hydrant locks. Sewer Department Comments: 19. Plans need to show updated City of Yelm Standard Drawing Details approved 4/2007.
20. Please use “Gang System” for step sewer service lines. Landscaping and Irrigation Comments: 21. Please display tree mitigation along the west property line based on tree loss. 22.
Please provide tree count of all existing trees within the open space area, lots 3, 4 and the proposed roadway sections to the north and south of the open space tract. Either display
tree count on the landscape plans or provide a separate sheet. 23. Type II landscaping is required along the south and east property lines and shall be displayed on the landscape plans.
24. All fences over 6 feet will require a building permit. The landscape plans illustrate an 8 foot fence around the perimeter of the property to the south of tract B. 25. Separate the
Open Space and Stormwater area by providing two tracts. Please provide the square footage of the Open Space tract on the Landscape Plans. 26. Locate trees 5-10 feet from utility boxes
(water meters/sewer boxes). Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, and
2 sets of required reports. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded
