I have completed the updated traffic analysis for Phase 2 of the Burnett Road Commercial Park
consistent with your revised traffic scoping letter dated January 22, 2007 and our subsequent
email correspondence that modified the scope to remove some intersections and add the Hutch
subdivision as a pipeline project. The attached files include a PDF of the traffic analysis
memo and the Synchro LOS files. I will send a separate email (due to file size) that includes a
PDF of the memo with the appendices.
I have also mailed you and Candace hard copies of this information and a CD with the Synchro
files.

We are underway with our analysis of traffic impacts at the study intersections on Yelm Ave for
the Burnett Commercial Park Phase 2. As you can imagine, by accounting fora 2 percent annual
growth rate and the 10 pipeline projects. all side-street movements are projected to operate at LOS
F during the PM peak hour .Your scoping letter dated 1/22/07 referenced the City's new TIA
guidelines and indicated tltat no mitigation he recommended and only impacts be identified in the
TIA. Can you help clarity this? and please also email me the new TIA guidelines as I cannot
seem to find them on the City's website. Is my traffic analysis only to indicate side-street LOS F
at the study intersections? ht the scope letter at the bottom of page 2 (Street Adequacy Analysis)
you state the my TIA must address the adequacy of the streets that will serve the development and

Subject: Revised Traffic Scoping -Burnett Road Commercial Park
Dear Jeff:
We have reviewed the revised trip distribution for the Burnett Road Commercial Park
project, dated January 20, 2006. The project consists of approximately 7,100 square
feet of retail space and 4,450 square feet of professional office space. Site plan
approval was previously granted for the project; however, at that time the proposal was
for mini storage units and a mix of residential and retail uses. The mini storage units
have been constructed, but the current Phase II proposal eliminates the residential units
and includes two buildings with retail and office uses.
In accordance with City of Yelm TIA Guidelines, a Transportation Impact Analysis will
be required for the project. The new TIA should evaluate impacts generated by traffic
from the new proposed uses. Trips generated by the mini storage units already on the
site should be included as pipeline traffic for the proposed Phase II.
Trip Generation/Distribution
Trip generation and distribution dated January 20, 2007 is acceptable.
Affected Intersections
The affected intersections are those through which 10 or more of the project trips
travel. The following intersections should be included in the Traffic Impact
Analysis for the project:
• Site Accesses
• SR 510/Burnett Road
• SR 510/Mountain View Road
• SR 510 (Yelm Avenue)/Killion Road
• Yelm Avenue/Cullens Road
• Yelm Avenue/Longmire Street
• Yelm Avenue/Solberg Street
• Yelm Avenue/First Street
• Yelm Avenue/Second Street
• Yelm Avenue/Clark Road
• Yelm Avenue/Plaza Drive
All turning movement counts must be less than two years old.
Site Plan
A full size site plan should be submitted with the TIA in order to review sight
distance, access, street right-of-way limits, dimensioning to adjacent
intersections, etc.
SR5101Burnett Road
The project will add new vehicle trips to the intersection, which will potentially
impact vehicle flow on SR 510. The TIA should evaluate left-turn and right-turn
lane warrants to assess if intersection improvements are required to
accommodate the traffic increase.
Horizon Year
Based on City TIA guidelines, the anticipated build-out/full occupancy year for the
development should be used as the analysis horizon year. A horizon analysis
year of 2008 is acceptable.
Pipeline Traffic and Background Growth
The pipeline projects incorporated in the analysis should include:
• Mountain Meadows (23 single family lots, NE Burnett Road)
• Cherry Meadows
• Green Village
• Mountain Shadow
• Mountain Sunrise
• Tahoma Terra
Terra Valley
• Willow Glen Phase 3
• Walmart
Project traffic distribution for the above pipeline projects has been provided. In
addition to pipeline development traffic, a background growth rate of 2%should
be applied to the base year traffic volumes.
Please include a separate Figure in the TIA illustrating the total pipeline
development traffic at the study intersections.
Stree[ Adequacy Analysis
The TIA must address the adequacy of the streets that will serve the
development and whether the condition of the streets will support the increased
traffic from the proposed development.
• As you know, the City has new TIA guidelines and procedures in place. Please note
that, under the new guidelines, the TIA shall identify potential impacts that will require
traffic mitigation, but not the recommended mitigation. The City will identify the
appropriate mitigation after reviewing the TIA.
Please submit one hard copy and a pdf of the TIA and all documentation, as well as an
electronic copy of Synchro output and data files, to me. If you have any questions,

retail. However, the current proposal eliminates the residential units and includes
construction of two buildings with approximately 7,100 square feet (sf) of retail
space and 4,450 sf of professional office space. The mini storage units have already
been constructed. In accordance with City of Yelm TIA Guidelines, a Transportation
Impact Analysis will be required for the project.
• The new TIA for Burnett Commercial Park should evaluate impacts generated by
traffic from the change in uses proposed. Trips generated by the mini storage
buildings already constructed on the site should be included as pipeline traffic for the
proposed Phase II.
Trip Generation
Trip generation must be estimated using YMC Table 15.40.030. B.1
(attached). Applying trip rates for the Administrative Office (up to 9,999 sf)
and the Miscellaneous Retail Sales land uses will result in 33 new PM peak
hour trips generated by the proposed Phase II of the project.
Trip Distribution
More information is required to justify the 50% of [he trips that are shown
heading to the west. Please either provide back-up analysis to substantiate
the trip distribution using the Thurston County model or reassign 25% of the
westbound trips to the east. Approximately 15% of project trips will also
distribute south on SR 507.
Please provide a trip distribution figure showing project trips carried out
through all intersections affected by ten or more project trips.
Affected Intersections
The affected intersections are those through which 10 or more of the project
trips travel. Once a revised trip distribution figure is submitted, we will
provide a list of intersections requiring further analysis.

SR 510/Barnet[ Road Intersection
The project will add new vehicle trips to the intersection, which will potentially
impact vehicle flow on SR 510. Therefore, the proponent will be required to
evaluate left-turn and right-turn lane warrants to assess if intersection
improvements are required to accommodate the traffic increase.
Horizon Tear
Based on City TIA guidelines, the anticipated build-out/full occupancy year for
the development should be used as the analysis horizon year. A horizon year
of 2007 will be used based on project data listed in the scoping letter.
Pipeline Traffic and Background Growth
There is a significant amount of new development ("pipeline projects") being
planned and/or approved in the City. The following list of pipeline
development projects shall be incorporated in the analysis:
1. Cherry Meadows
2. Green Village
3. Mountain Shadow
4. Mountain Sunrise
5. Tahoma Terra
6. Terra Valley
7. Willow Glen Phase 3
8. Walmart

Project traffic distribution for the above pipeline projects is enclosed with the
exception of Cherry Meadows. The traffic data for Cherry Meadows can be
obtained from the Community Development Department. A separate Figure
must be included in the TIA illustrating the total pipeline development traffic.
In addition to pipeline development traffic, a background annual growth rate
of 2% should be applied to the base year traffic volumes.
Prior to submitting the TIA, we will require an updated trip distribution and list of
study intersections be submitted to Tami Merriman in the Community Development
Department. Once we have reviewed the updated scoping submittal, a formal
response from the City will be issued that outlines the final requirements for the
formal TIA. If you have any questions, please direct them, in writing, to Tami.

The SPRC (site plan review committee) is not comfortable with the revised TIA submitted, and feels that change in traffic
generation is significant enough to require that the revised TIA be updated with new pipeline traffic and trip generations. I

The draft land use approval is pretty much done with the exception of transportation. As soon as I get the TIA info, I will

I am sending you a revisetl TIA submitted with a project. They had site plan review approval for mini storage
units and a mix of retail and residential. The mini storage is complete, but they have changed their mind about
the residential. Now they wish to do all retail antl offce space.
We looked at the TIA and think the traffc change is significant enough to require a new TIA with updated data and
pipeline projects. Is the attached "TIA" enough for you to provide scoping for them, without us going through our
"official" scoping process? If so, how long would it take?
