Box 479 Yelm, WA 98597   October 7, 2004 Karl Lundberg 2M Enterprises LLC 15345 Sunwood Blvd Suite 302 Tukwila, Washington 98188 RE: Civil Engineering Review No. 2 Autumn Hill Div. 2 City of Yelm Project No. CIV-04-0036-YL Dear Mr. Lundberg: I have reviewed the plans submitted and dated 09/24/04. The following are comments from the above referenced plans and need to be addressed on the future submittal. I have organized these comments by general category. Site Plan: Show the 10’ utility easement in front of the storm water tract and open space tract. Storm Drainage and Grading Plan: The catchbasin offsets need to be verified or add a note to the plans stating where the offset is measuring to and from. I was not able to locate the note referencing this. If it is present please disregard this comment. Add elevations to the frontage profile. The swale was replaced with a wet pond. This is an approved method of stormwater treatment. However when the wetpond is at its static water level the conveyance piping will be inundated with water back to CB 13. This situation will not allow the required maintenance to be performed. The water cannot back up into the piping any further than the first CB. Please list the requirements for the pond liner. They are located in the stormwater manual. The city will allow the test pits to be waved at this time. The soil will have to be verified at the time of pond excavation. It is the applicant’s risk to delay the soil verification until the pond of construction. Drainage Report: Add the calculations for the wet pond to the storm water report. These should show the required and proposed volumes. Water Plan: The City of Yelm has changed it location of the water meter boxes. The new location is 4’ behind the flow line of the curb. This is the same for all curb types. Please revise this on the plans. Please submit fire hydrant flows and calculations showing these hydrants will provide the required fire flow. This will be required before the plans can be approved. The fire hydrant flow information for this area is: Palouse Ave / Vancil Rd Static Pressure 40 psi Residual Pressure 26 psi Flow is 1000 gpm Birkland / Vancil Rd Static Pressure 40 psi Residual Pressure 28 psi Flow is 1000 gpm Sewer Plan: The sewer boxes shown on the plan need to be revised as requested for water meter boxes. The sewer main located in Vancil Road is 3” in size. Please change call out on the plans Landscape Plan: The planter strips and open space needs to have a method of watering the street trees and landscaping shown on the plans. The open space/stormwater area needs to have an irrigation system installed. The open space frontage and Vancil Road frontage needs to have a drip irrigation system installed. The open space tract needs to show the proposed open space improvements on the plan. Some additional street trees need to be added see the plan for locations. The proposed landscape plantings need to be shown on the plans. Please look at the redlined plans. I may have comments on the plans that did not get listed in this comment letter. Please revise and resubmit the construction documents with a letter addressing how each comment has been addressed.
