Box 476 Yelm, WA 98597 Dr. Burke: Pursuant to our meeting this morning, the City stands ready to issue the building permit for the 100/200 building at Yelm High School. I believe that the process for permit issuance outlined in this letter will accommodate the needs of both the District and the City. The fees related to building permit review and civil plan review, which total $56,624.70, need to be paid prior to permit issuance. Subsequent to our meeting, we further discussed a purchase order or bond for the utility fees, but feel an invoicing process is the most expeditious. The sewer and water fees will be invoiced in the amount of $99,431.00 and will be payable at the time of estimated connection to the sewer system. In order to determine the invoice due date, the City requests the District provide the expected connection date. This is scheduling information that you should have readily available and we ask you provide it prior to the issuance of the building permit for buildings 100/200. The water and sewer connection fees will then be due on the expected connection date or 30 days after actual connection, whichever date is earliest. This process allows the District time to submit an analysis of water usage of comparable facilities which was not available when the building permit was being processed. The City will review the information submitted by your engineer related to actual usage of comparable facilities and, if complete and approved by the City prior to the date the invoice is due, will prompt the issuance of a new invoice reflecting the adjusted amount.
