Yelm High School -Updated Punchlist
Dear Mr. Birkland:
As a follow-up to an email from Grant Beck last Friday forwarding to you the August 25,
2006, water punchlist, the Community Development Department has reviewed all the
punch lists for both Ridgeline Junior High School and Yelm High School and offer this
status update for your consideration. The new items on this punchlist relate to portions
of the project that were not complete at the time of issuance of temporary certificates of
occupancy, such as paving of the parking lot at the high school and landscaping at both
the High School and Mill Pond.
Ridgeline Junior High School
Pursuant to the City's letter dated August 23, 2006, the 100, 600, and 300 wings at
Ridgeline were issued a termporary certificate of occupancy subject to certain
conditions, including the completion of the water and sewer punchlist items, as listed
below. The 200 wing (the Gym) currently does not have an occupancy permit.
Remaining items to issue final certificates of occupancy for the Junior High include:
Water System
• The water valve box located at the Carter Street entrance has a sewer lid on it,
which needs to be replaced with a water lid.
• The valve box for the fire hydrant at station 5+82.89 needs to be cleaned out.
• The valve box at station 7+17.05 needs to be cleaned out.
• The fire hydrant height, Sta. 3+00.00 and next to the domestic water meter,
needs to be verified that it will not be too low after landscaping has been
installed.

• The fire hydrant at station 13+12.45 needs to have bollards installed to protect it
from damage.
• The bollards need to be installed around the air release.
• The air release needs to be raised to final grade of the landscape.
• The existing Mill Pond School fire hydrant located in back by the play ground
needs to be modified, as it is too tall now that the grading has been completed
and is unusable for fire protection purposes and can not be serviced by the
Public Works Department.
• Mill Pond School requires a Reduced Pressure Backflow Assembly.
• The City recommends that you connect the Reduced Pressure Backflow hot box
to an electrical source.
Sewer System
• The STEP sewer circuit breakers inside the building are not labeled as required
to allow service personnel to disconnect the power.
• One of the gravity sewer manholes before the step tank remains to be vacuum
tested.
• Ground water wells (pyzometers) were required as part of the solution to high
ground water and the STEP tank, but have yet to be installed.
• Both 110 volt wiring and low voltage wiring (control wires) were installed in the
same conduit, and must be separated in individual conduits. While this appears
to have been corrected, there is no indication (such as asphalt/concrete patches)
that another conduit installed. The contractor will have to provide evidence that
another conduit was installed.
• The pumps in the STEP tanks have run continuously shortly after the start of
School and will now have to be replaced prior acceptance by the City.
• The floats are not operating according to specifications.
• The alternating relay within the pump control panel is not working correctly or is
not wired correctly.
• Both 110 volt and control wires are protruding out of the conduits and exposed
next to the tank riser.
General Comments
• The storm pond and swales need to have debris removed.
• The slopes of the storm pond need to be hydro-seeded.

• The landscaping and fencing is not complete around south end of the ball fields.
• The maintenance driveway entrance to south ball fields from parking lot is not
complete and the sidewalks at this location is not complete.
• The planter strips along the the southeast fencing between the School and the
homes 107th loop need to be cleaned.
• The area between the property line fence and baseball field needs to be
reseeded.
• The area at the north east property line needs to be hydro-seeded.
• A portion of fencing for the storm pond in the Hawks Landing subdivision, located
at the north entrance to the school, needs to be replaced.
• Property owners in the Hawks Landing Subdivision, located at the north property
line, have noted that there is a gap at the bottom of the fence and the ground and
that there is construction debris graded material on their property from the School
construction.
• The parking lot striping does not match the approved plans and appears to
contain more compact spaces than allowed.
• Required improvements to SR 507 must be complete no later than July 31, 2007.
Documentation
• The deferral agreement for frontage improvements along Mill Road has not been
submitted.
• The dedication of sewer and water lines and appurtenances has not been
submitted.
• Easements for sewer and water systems have not been provided.
• The stormwater maintenance agreement needs to be recorded.
• Construction as-builts need to be submitted and approved.
Yelm High School
Also pursuant of the City's letter dated August 23, 2006, all buildings at the Yelm High
School were issued temporary certificates of occupancy subject to certain conditions.
Remaining items for the High School include:
Sewer System
• Inlet baffles must be installed in tanks A and B (32" "down pipe" off the "T" and an
"up pipe" into the riser.

• All risers in tanks A and B need to have a smooth top edge to ensure a good seal
with the riser lid.
• The floats in tanks A and B are not positioned correctly on the float trees.
• The wire connections in tanks A and B within the J-box in the vaults need to be
made up with heat shrink connectors and melted completely.
• Then service disconnects for tanks A and B handles in tanks A and B must be
lockable and able to accept a City of Yelm lock.
• The service disconnects for tanks A and B need to have one additional fuse
installed to separate the three circuits (2 pump and 1 control circuit).
• All mainline gate valves in the sewer main lines must have traffic bearing rings
and covers and a concrete pad per the Yelm Development Guidelines.
• The clean-out cap in the side sewer for building 300 could not be located (Sta.
4+76.00)
• The valve box containing the service line ball valve and service line for the tank
at building 400 must have toning wire brought to the surface.
• The tank originally proposed to be retrofitted for use for building 400 did not pass
the leak test and needs to be replaced.
• The 10,000 gallon tank serving buildings 300 and 500 needs additional bollards
placed to prevent vehicles from parking on the tank or the lid, as it is non-traffic
bearing.
General Comments
• Landscaping is not completed at the 93rd Street entrance, and along the north
property line.
• If the portables have been connected to water and sewer, plans need to be
submitted and inspections completed.
• The sidewalks do not meet ADA requirements as they do not have truncated
domes.
• The old Yelm High School sign on Yelm Avenue West (SR 510) must be
removed.
• The stormwater swale along Yelm Avenue West (SR 510) needs to be cleaned of
debris.
• The required ADA stall has been painted over and does not meet ADA
standards.

Required frontage improvements along Yelm Avenue West (SR 510) will be
completed through the Districts participation in the Killion Road Local
Improvement District.
• The right-of-way required for frontage improvements as part of the LID needs to
be dedicated to the City. The City will provide the required deeds and
dedications for the right of way.
Documentation
• The dedication of sewer and water lines and appurtenances has not been
submitted.
• Easements for sewer and water systems have not been provided.
• The stormwater maintenance agreement needs to be recorded.
• Construction as-builts need to be submitted and approved.
