Box 476 Yelm, WA 98597 Rocky: In anticipation of the start of school on September 5, 2006, the Community Development Department met with you this morning to review outstanding issues related to the use of the new and remodeled High School buildings and the new Ridgeline Junior High School. During the course of the meeting, we addressed the larger issues surrounding the projects and the timing of implementation of required improvements, including those required for issuance of a Temporary Certificate of Occupancy and then final Certificate of Occupancy for each site. Yelm High School In order to issue temporary Certificates of Occupancy for Buildings 100/200, the following must be accomplished: / The temporary parking plan that was discussed at the meeting between the District and the City on August 11, 2006, should be approved, in writing. / The Public Works Department needs to inspect and final the water and sewer infrastructure. The City Engineer has requested a final punch list from Public Works for both water and sewer and will provide the punch list to the District as soon as it is available. To issue final Certificates of Occupancy for the buildings at the High School site, the following must be accomplished: / All conditions of the land use approval and Mitigated DNS must have been met. Ridgeline Junior High The District proposes to open the school year using only the 100 to 600 wings, except the 300 wing, and not the 200 wing (Gym facility). In order to issue Temporary Certificate of Occupancy, the following items must be addressed: / A copy of the approval to occupy from the State Fire Marshal must be provided to the Building Official. (360) 458-3835 (360) 458-3144 FAX www.ci.yelm.wa.us / A copy of the approval by the Thurston County Health Department must be provided to the Building Official. / The 100 to 6000 wings, except the 200/300 wings, must be given final approval by the Building Official. There does not appear to be any major outstanding issues relating to building codes at this time. / The Public Works Department needs to inspect and final the water and sewer infrastructure. The City Engineer has requested a final punch list from Public Works for both water and sewer and will provide the punch list to the District as soon as it is available. / As of today, there are a number of trip hazards on the site where landscaped areas have not been graded to the top of adjacent sidewalks or walkways. / The concrete cover over the S.T. E. P. tank was not installed as designed. A revision must be submitted to the City Engineer for approval and installed pursuant to the revised approval. / The temporary Certificate of Occupancy may be issued even if the commons area and kitchen within the 300 wing are not complete, provided that access to this area is controlled and an access control plan is submitted to the Building Official; that a modified exiting plan is submitted to the Building Official; and the fire suppression and alarm system covers 100% of the building. The following items are required before issuance of final certificate of occupancy for the any building at the School site: / All conditions of the land use approval and Mitigated DNS must have been met. / The off-site transportation system improvements required by the Mitigated DNS on SR 507 must be installed and approved no later than July 31, 2007. / It appears that the parking lot was not striped pursuant to the approved plans and contains more compact spaces than allowed. / Landscaping must be installed pursuant to the approved landscaping plans. Otherlssues You requested that the District be allowed to connect the irrigation system at Ridgeline to a fire hydrant to irrigate two fields and landscaping until the site is connected to Reclaimed Water. This request is approved subject to the following conditions: / All potable water is metered and paid for by the District at potable water rates. / An approved backflow prevention device with up to date certification be installed and maintained between the hydrant and the connection to the irrigation system at all times. / The area surrounding the temporary hydrant connection be secured in a manner approved, in writing, by the Public Works Department. August 23, 2006 Page 2 of 3 / The connection is not authorized after September 26, 2006, unless extended, in writing, by the Community Development Department. As soon the reclaimed water system is charged at the High School, you may schedule the dye test through Kevin Ray at the Public Works Department. Upon successful completion of the dye test and certification of the cross connection control program on the site, but before beneficial use of reclaimed water on the property, Stephanie Ray will provide a reclaimed water users agreement for the Districts execution. I spoke with Kevin Ray after our meeting this morning and he stands ready to conduct the dye tests upon your request. The City is holding proceeds from an assigned savings from Hawks Landing for use by the District in construction of improvements on SR 507. At the point that construction plans are approved by the Washington State Department of Transportation and a contract for the construction has been executed by the District, the City will release the funds to the District. A letter requesting release of funds to the Community Development Department at the time the contract is executed will serve as a the mechanism for the City to process a warrant. During the meeting you indicated that buses would be entering Ridgeline from 107tH Street, using Mill Road and the intersection of Mill Road and SR 507. After the meeting, you telephoned to let me know that you had followed on this issue with the Districts Transportation Office and that no buses would be making a left hand turn from SR 507 onto Mill Road. As you know, the reason that the Mitigated DNS did not require any improvements to Mill Road was because the District had indicated that no buses would be using this intersection. This was noted in both the MDNS and the land use approval issued for Ridgeline Junior High. Thank you for quickly addressing this concern.
