Initial Review of Civil -Site Construction Documents
Mr. Tauscher:
The City of Yelm has completed the initial review of the proposed junior high school
referred to as Ridgeline Middle School. Your application included:
• Civil Engineering Plans dated 12/22/04
• Landscape Plans dated 12/17/04
• Preliminary Drainage and Erosion Control Report, Nov 2004
• STEP Calculations
We have reviewed the plans for compliance with the City of Yelm Development
Guidelines, the DOE Stormwater Manual and general standards of civil engineering
practice. The following comments need to be addressed before the plans may be
approved for construction. The plans have been reviewed as submitted. If you have
made any changes to the plans since the initial submittal they should be shown the
revised plans. Our comments are summarized below:
Site Plan (sheet C1.2):
1. Please add the structural sections for the maintenance access roads.
2. The parking stalls do not meet the City of Yelm standards. Please review city details
and revise as necessary.
3. Please add sidewalk details to the plans.
4. The alignment of the access road at 107t" Ave needs to be realigned. The
driveway should be aligned closer to a perpendicular angle.
5. The stormwater facility needs to be removed from the Y2 Corridor per the
Conditions of Approval.
6. The Conditions of Approval requires there to be a turnaround at the end of Carter
Street before the school gates.

Erosion Control Details and Notes (sheets C1.1, 1.3):
7. The property lines need to be staked by a surveyor every 200 feet. At all corners and
every 200 feet there needs to be a stake placed to delineate the property line.
stormwater and Grading Plan (sheet C2.0, 2.1, 2.2, 2.3, 2.4, 2.5, 2.6, and 2.8):
8. The stormwater pond does not meet the setback requirements. The toe or top of the
slope must be setback 10 feet from the property line, tract or right of way line. This
measurement is taken from the property line to the catch point of the grading.
9. The stormwater conveyance system needs to be shown in profile view.
10. It appears that the separation between water and storm is not being met in certain
locations. Please verify that there is at least 5 feet horizontally and 18" vertically are
maintained.
11. Without profiles the vertical separation has not be reviewed.
12. Are the football field and baseball fields going to have stormwater drainage?
13. The entrance from Carter St appears to be graded flat or sloping toward Carter
St. Please verify the stormwater will be retained onsite and not run off site to
Carter St.
14. The callouts for CB 25 appear in error.
15. The 107t" St connection is required to be made utilizing a driveway apron. The
driveway will be designed as a cement concrete approach, City of Yelm detail 4-
9, type 1. See comment from site plan section concerning alignment.
16. Verify that stormwater is not being discharged offsite due to the proposed
grades.
17.Any ladders in type 2 catch basins need to have a minimum of 2 feet of
clearance between them and adjacent objects. Please verify this and review the
standard notes to reflect this.
Detail Sheet (sheet C2.9)
18. The ADA curb ramp detail is not current. Please add the appropriate WSDOT
curb ramp details to the plans.
19. Please make the following note on the utility trench: This detail is not being
approved by the city.
STEP Plan (sheets C3.1, 3.4, 3.5, 3.7):
20. The `End of Line Clean Out' identified on the end of the new 3" force main should
also have a 3" gate valve and clean out.
21. The type 3-48" manhole must be constructed in such a way as to prevent any
infiltration from entering the system. Please identify this method.
22. The new 50,000-gallon STEP Tank will need to be H-20 rated.
23.A submittal will be required on this new tank, to identify the location of the baffle
wall and the inlet type and size.
24. A hose bib will be required within 40' of this STEP tank for maintenance.
25. Page C3.1 shows side sewers coming from future portables? Please label this on
the plans.
26. Please identify the size of the proposed Grease interceptor.

27. This grease Interceptor appears to be within the building. This tank will need to
be leak tested and the Sewer Department will need access to monitor grease
levels.
Water Plan (sheets C3.0, 3.2, 3.3):
The water plan and fire system has been reviewed as submitted. It is apparent that the
design is being changed and will be reviewed when submitted with the revisions.
28. The water meter will be required to be a compound meter meeting City standards.
29. A Reduced Pressure Backflow Assembly will be required after the water meter.
30. A double check valve will be required after the irrigation meter.
31. The water connections for the portables are considered private. Please label the plans
showing the connection between portables and building being responsibility of the
school district.
32. Water usage calculations are required. Please submit these calculations with the next
submittal.
stormwater Report:
33. The stormwater report does not appear to have been updated when the design
changed. Please verify the report matches the design when resubmitted.
34. Much of the report refers to the separate Mill Pond School gallery. The plan
does not show this gallery.
35. The proposed Vortechnics stormwater treatment system may be allowed if the
following provisions can be met:
a. The sizing of the vault is in compliance with the Department of Ecology's
Use Designation.
b. The Vortechnics is installed following a flow splitter. This splitter should
be designed with stand pipes and separating the 6 month flows from the
100 year flows.
c. The appropriate stormwater model should be used to size this application.
Landscape Plan:
36. Please refer to Tami Merriman's redlined plans for the comments.
Conditions of Approval:
37. Please verify that you have addressed all the land use conditions of approval on
the civil engineering plans. I have not reviewed them and will not review them
until the second review.
Please review and revise the plans to address the above referenced comments. When
the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports.
The project engineer should include a written response with the resubmittal, indicating
how all the review comments above have been addressed or responded to. This will
significantly expedite our review of the project. If you have any additional questions or
