Clarification of Engineering Review No. 1
Mr. Tauscher:
This letter is in response to your email dated March 10, 2005. The following is an item by item
response to your inquiries. I have listed your question first and added the City's response in
italicize text following. The numbers are associated with the comments from the first
engineering review.
6. We moved the gates to a location where the parking lot accesses behind the school.
This will allow for the entire front parking area for a turnaround. Will this meet the
requirement for a turnaround?
By relocating the gates as you have suggested this would meet the intent of the
turnaround. This would leave the parking lot open for the public to act as a turnaround
and the public will have access to the school grounds. 1 would caution the applicant that
a request in the future to install a gate at the end of Carter Road will not be granted. This
turnaround is a condition of approval on the land use.
7. Will requiring the contractor's surveyor in the contract specification provide the staking of
the property line ever 200' meet the intent of the comment?
Yes you can add the requirement to the contract specifications. However the city
requests a note on the plans that the staking will be in place before the preconstruction
meeting is requested.
15. None of the existing schools have a cement concrete approach that I have seen. With
this area so flat, it will be difficult to meet comment #16. Could the back entrance be
allowed to install pavement only to be able to meet the grades? We have provided the
entrance with a striped island to direct the traffic to a more perpendicular approach to
107th Street, will that meet the comment #1 concerning the approach?
The condition of approval states: The fire lane access to 107~h Loop shall either be
gated and unused for any access other than by the ire department or shall be realigned
to be perpendicular to 107th Loop for a distance of at least 30 feet from the intersection
with 107th Loop. The location of the connection point for the ire lane already has the
planter strip and sidewalk installed on 107th Loop. Please use the City of Yelm detail no.
4-9, type 1 for the drive way installation. This detail maybe modified to help you with the
grading concerns you have mentioned.

21. Requiring the contractor to perform a vacuum test on the manhole in the contract
specification meet the intent of this comment?
This can not be answered at this time. 1 will be following up when our sewer department
manager returns from vacation.
23. I can get you the information I have from the manufacturer, but the specific drawings for
the tank will not be drafted until the contract is signed. I can require the submittal of the
drawings be approved by the City as well as the Project Engineer in the specification.
WII that meet the Comment?
Please show the details on the plans. Xerxes has standard details that can be modified
to show the intent of the approval. The construction plans need to be complete at the
time of approval.
24. Can the hose bib be connected to the irrigation? If the School District ever connects to
the reclaim water system it will be reclaim water.
The hose bib needs to be connected to constant on water source. By using the irrigation
system the water may not be turned on at the time the sewer department needs to
maintain the step system. The reclaimed option is ok, if the hose bib meets all the codes
and signage requirements.
28. I have been told the City specifies Neptune water meters, is this correct? If a compound
meter is required, it will eliminate the need for the bypass meter and fittings, thus
reducing the cost to install. I have also learned that the compound meters have high
maintenance costs associated with them. Does the City own the water meter and
maintain it after installation?
Yes the City does specify Neptune water meters and a compound water meter will be
required. The City will maintain up to the water meter and including the water meter but
the back flow device following the water meter is the responsibility of the School District.
29. Does the double check valve assembly inside the building be sufficient to provide the
necessary back flow prevention to the water system? The flow test we complete prior to
submittal indicated the pressure in the building will be approximately 40 PSI. Is there a
need for a Reducing Pressure Backflow Assembly?
No the double check valve assembly inside the building does not protect the public
drinking water source at the domestic water meter. The double check valve inside the
building is the check valve used for the fire sprinkler system. This project is required to
install a Reduced Pressure Backflow Preventor (RPBP). The assembly consists of a
back flow device, hot box and electrical power to operate the hot box.
