After the SEPA was issued the County came back and wanted to require a larger drive lanes and paved shoulders. If you remember the City had meetings with them supporting the original MDNS requirement at your request. And it was decided to keep the same design. Then Pac land submitted a design change to the County, which was to move the roadway over 10 feet to the south side of the right of way to avoid the utility conflicts to the north. You got it approved and signed by Dale Rancor and then sent it to me. This drainage issue seems to me to be a side effect of moving the roadway 10’ feet to the south. The design has exacerbated already limited stormwater drainage areas. This may not have been in the original project mitigation however by changing the design it appears the existing stormwater patterns have been modified and now have a potential for flooding. This seems to be directly attributable to the roadway relocation. I believe you should work with the County to solve this problem. It is in their jurisdiction, they own and maintain the roadway in this area and the citizens are mostly located in the County. I understand you have met with the County as long as 3 weeks ago to discuss this and are waiting for a response from you. I do not see where the City has any influence in this matter. However we can not issue a Final C of O with out the County’s sign off of the improvements. Jim Gibson P.E. It seems this is slightly outside our scope of anticipated mitigation for the project. The improvements along this portion were to mitigate for the additional traffic. We can go in and put in a swale along this area, however I believe the citizens in this area will be slightly angry if we tear up this area. Please call at your earliest to discuss this issue and what you anticipate should be completed. I talked with Kevin yesterday and they are waiting on a plan revision from Pacland to prevent ponding along the south edge of 103rd and at the intersection of a private drive to the South during heavy rainfall.
