November 23, 2004 Subj: Grease Interceptor Requirements A grease interceptor is required pursuant to Chapter 7 of the Development Guidelines when it is likely that grease can enter the
City’s STEP sewer system. To implement this requirement regarding coffee shops, espresso stands, and espresso carts has become increasingly difficult as these types of establishments
may or may not introduce grease into the sewer system, depending on the menu of the establishment. The Health Regulations of Thurston County and Washington State do not define the various
types of restaurant facilities in a detailed enough manner in order to use those definitions to establish a threshold for the requirement of a grease interceptor. The City, therefore,
needs to establish it’s own threshold. A grease interceptor will not be required for espresso stands, and espresso carts under the following conditions: Espresso carts which are not
connected to water service and are not located in a building which could easily be converted to a restaurant use that would create the need for a grease interceptor. Examples: An espresso
cart in front of QFC or Safeway would not require a grease interceptor while a cart located inside a converted home would. Espresso drive-through stands which do not contain sufficient
area to provide inside or outside seating and the menu does not require a three compartment sink by the Health Department. Examples: A drive-through in a stand alone building large enough
only for the employees would not require a grease interceptor while a drive through in a building with other uses would require an interceptor. Coffee shops with inside seating require
a grease interceptor. The Community Development Department will implement this policy immediately and begin the update process to clearly include these requirements the development guidelines.
