RE: Wal-Mart 3705 Yelm Backflow Assembly
After reviewing the civil plans and the previous comment letter dated December 20, 2005. It appears that the City required the RPBA to be installed behind the domestic meter and a Double
Check Valve behind the irrigation meter. ( See comment no 6 in the attached letter). The civil plans on sheet C3.0 require a “2” backflow prevention” for the domestic meter, but does
not call out what exactly that is. The landscape irrigation meter calls out a DDCV and references the landscape plans for the detail.
Even though I approved the plans without the exact back flow device called out on the plans you can see that the requirement and location was clearly made during the review of the plans
and we will want this to be installed as requested.

Originally all of the backflow assembly equipment was to be located inside the building per the approved drawings. Has that changed? This would eliminate the need to find a location
outside of the building as well as another vault/structure to house the equipment.
Jim, can this be located as originally shown on the architectural plans?

See the drawing for what the City is requiring. Issue's are if this will fit in the area that is presently designated for the backflow device, and also it appears this product needs
a heat block because it is above ground.

Jim,
Installed the backflow assembly as submitted. Then had the backflow assembly tested as required. Roland w/Wood and Son's took this paperwork up to Public Works to get our meter released
and then was told by Kevin Ray that we had installed the incorrect type of backflow assembly. Kevin produced a Wal-Mart Preliminary worksheet date Sept. 8, 2005 that says a Reduced Pressure
Backflow Assembly is required.
Have you a product requirement for the Reduced Pressure Backflow Assembly that Kevin Ray is referring to. If so please provide the information to myself and Pacland.

the initial review of the proposed Wal-Mart store. Your application included: • Civil construction documents • Drainage and Erosion Control Report We have reviewed the plans for compliance
with the City of Yelm Development Guidelines, the DOE Stormwater Manual, MDNS, the staff review the preliminary land use and general standards of civil engineering practice. The following
comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Erosion and Sedimentation Plan: 1. The catchbasin socks should be
installed as soon as the catch basins have been constructed not after paving. 2. The temporary erosion ponds have a bottom elevation at 340.00. If the ground water level is at 340.00
what kind of protection will the ground water have? Grading and Storm Drainage Plan: 3. The roof drains design notes to see architect plans, and when the architect plans say see civil
plans. Please make sure the additional information is placed on one of the sets of plans. 4. The 8 foot screening wall details are not shown. The architect’s plans do not have them either.
5. I am reviewing the stormwater system now. I will try to get you any comments by Tuesday. I do not expect any thing significant but I just have to review it. Utility Plan, (Sheet 6.
Please show the irrigation and domestic meters larger on the plan. Also the backflow prevention needs to be installed directly behind the meter not in the building. If you want a secondary
protection inside the building that is ok however the City requires backflow
December 20, 2005 Page 2 of 3 at the meter. The backflow device should be a RPBA on the domestic and Double Check valve at the irrigation meter. 7. A 10” water valve needs to be installed
at the hydrant tee located at approx. Sta. 10+00. I did not see this on the plans. 8. The fire department connection, fire hydrant and indicator valve are located as the City of Yelm
prefers. Please do not move the FDC to the building. 9. The water details shown on the plans are not the most current versions. 10. The step tank is shown in a low spot behind the building.
The nearest CB inlet is 341.60 and the rim of the step tank is 341.30. The step tank must have positive drainage away from the accesses. 11. The City of Yelm has a policy that all grease
interceptors shall be 1,500 gallons or larger. Also it appears that the 1500 gallon grease interceptor you are currently proposing is not large enough for the use. The sewer department
is requiring a min of 4,500 gallon size for the larger unit. 12. A hose bib will be required to be within 50 feet of the STEP Tank(s) for maintenance. I was not able to locate it on
the civil or architects drawings. 13. The step line from the tank to the sewer main should be 2” in size. 4” is much too big and will cause increased maintenance for the city. Site Lighting
Plan (Sheet 21): 14. Please submit a copy of the lighting plan with the projected photogramic numbers shown on it for review. Water and Sewer Profiles and Detail (Sheets 22 thru 25):
15. The City of Yelm requires sand to be used a bedding material for water and sewer pipes. Please change the plan spec. to reflect this. Landscape Plan Sheet 38): 16. Need City of Yelm
Street Tree Planting detail 4-19 from Development Guidelines, for Type III street trees. 17. Street tree planting requires 1 accent tree for every 3 street trees. 18. The parking islands
in the southwest area of the parking lot are missing the required landscaping trees. 19. Are the existing trees to remain at the NW corner? Show how many and what size. Also the landscaping
needs to be continued to the property corner. 20. C-8.1 shows a decorative landscape wall. It calls for cultured stone or brick veneer per owner. The land use approval calls for a river
rock wall, is that the landscape wall described above? 21. The landscape plan calls out 20’ trellis element. Is there a detail for that? 22. Land Use approval #11: The landscape buffer
along the frontages of SR 507 and SR 510 Yelm Loop shall provide parking lot screening according to the design guidelines applicable to the gateway district. The screening shall incorporate
a combination of the following design elements: • Screen walls of river rock no less than 3 feet in height and segments not less than 20 feet in length. • Landscaping typical of type
II • Decorative fence or trellis
December 20, 2005 Page 3 of 3 • Appropriate transit facilities for Intercity Transit along the SR 510 Yelm Loop frontage. There are no plans submitted for the transit facility. The decorative
screen wall that is located in this area may need to be moved to the north if it interferes with the transit facility. There needs to be an accessible path from the transit station to
parking and store frontage. 23. What is the 12’ x 90’ bale/pallet enclosure? Please add details for enclosure and screening for this enclosure? Conditions of Approval: 24. Currently,
the Conditions of Approval are being appealed. When the appeal is completed please verify that the plans are meeting all the Conditions of Approval issued by staff or the Hearing Examiner.
Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project
engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. This will significantly expedite our
