After discussing your proposal, the City will support Option 2, with the
following caveats:
1. The final design of the 'fix' for the present situation in which the
original STEP tank is undersized for the peak daily flows and was
installed without a baffle includes the placement of a 'pump' STEP tank
downstream from the original STEP tank.
2. The agreement should be clear that Wal-Mart agrees to fully
maintain the initial 'solids' STEP tank and pump it as needed but no
less than once per year. Further, if the inital 'solids' tank is not
maintained and it causes the City to service the 'pump' STEP tank more
frequently than would be expected (once every three years), Wal-Mart
will be responsible for those costs as well.
I would like Wal-Mart to prepare a draft agreement for our review to be
submitted with the next civil plan submittal. Please provide a hard
copy with the plans and a version on CD or via email in Microsoft Word
format.
Thanks for your attention to this matter, and let me know if you have
any questions about the maintenance agreement.

Grant,
As a follow up to our site visit this morning:
Allen Seay, Sherlita Kennedy, Dave Jensen, Steve H, and I walked through
the entire store and it is pretty apparent that the only place the paper
towels could be coming from is the public restrooms near the front of
the store. The remainder of the store either utilizes grease traps or
does not have a direct connection to the sanitary system. After
discussing the situation on site, it looks like there are two
approachable options for resolving the paper towel issue:
1) The first would be to remove the current towels within the restrooms
and install hand dryers. The store manager has indicated that the
customers will be unhappy with this approach as she currently has many
complaints if the restrooms run out of towels. I’m sure you can
understand that unhappy customers could result in fewer customers and
less return.
2) This option would include the installation of the new tank downstream
of the current tank. The pumps will be removed from the current tank
and installed in the new tank. Once the new tank is installed, the
first tank would be monitored and we would then be able to determine if
the solids are settling and the tank may need to be pumped less often.
With this option Wal-Mart would enter into an agreement with the City to
maintain (pump) the settling tank, while the City still maintains the
pumping tank.
Obviously, reading through the options you could ascertain that we may
end up with a hybrid of both in the end and really it will be determined
with time and the installation of the additional tank. Wal-Mart is
currently working on the analysis to determine the most cost effective
approach on the paper towel issue as well as determining a overall
solution to the problem.
One other item to note was the presence of latex gloves in the existing
tank and the store manager indicated that she will inform the cleaning
staff that those are no longer to be flushed and are to be put into the
solid waste receptacles.
