Initial Review of Civil Onsite Construction Documents
Mr. Dunning:
The City of Yelm has completed the initial review of the proposed Wal-Mart store. Your application included:
Civil construction documents dated 6/13/05 (PE Stamp)
Preliminary Drainage and Erosion Control Report
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual, MDNS, the staff review the preliminary land use and general standards
of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below:
Cover Sheet and Survey (Sheets 1 thru 5):
Add a line under parking data that shows the number of parking stalls being used for cart returns.
The approval block should read Development Review Engineer instead of Public Works Engineer. Typical All Sheets
Add a disclaimer on sheets 2, 3, 4 and 5 that these sheets are not being approved by the City of Yelm.
Demolition Plan (Sheet 6):
Show City of Yelm sign to be removed, stored and relocated. This shall be coordinated with the City of Yelm inspector.
Demolition Plan, note no. 11, remove the callout referring to Fire Department.
The Demolition Key has some callouts that do not apply to this site. If they are not being use please say “Not Used”.
Erosion and Sedimentation Plan – Phase 1 and 2 (Sheets 7 thru 11):
The temporary erosion and sedimentation control facilities should be setback from the property lines at least 20 feet. This is measured to the toe of the berm or top of the slope depending
on the installation.
The east temporary construction entrance located on SR 507 should be moved farther from the overpass or remove it all together.
The stormwater outflow note shown on the plans should also refer to the High Ground Water and Critical Aquifer Recharge Area under the site.
The City does require that catch basins be protected using the catch basin sock instead of the filter fabric under the grate. Please add a detail and change the callouts requiring catch
basin protection.
The temporary gravel cone riser detail is missing information. Add the missing information to the detail.
Site Plan (Sheets 12 and 13):
What is the area in front of the exit porch going to be used for? This is the area that appears to be a pullout.
The compact parking stalls are 15 feet in depth. This does not meet the City requirements.
The condition of approval requires the project to provide emergency vehicle parking. This is not shown on the plan.
Does the planter/pedestrian island in the parking lot meet ADA requirements?
The frontage improvements ghosted in on the plans do not appear to be correct.
Grading and Storm Drainage Plan (Sheets 15 thru 18):
Add callouts for pipe type to the plan. Also add a note requiring City of Yelm to review and approval all substitutes.
Review the catch basin types and callouts. It appears that you have type 1 catch basins with pipe larger than can be accommodated by a type 1. Also if a type 1 catch basin is greater
than 5 feet in depth it must be changed to a type 2 -48”.
The project shows the rear roof drains being routed directly to the infiltration gallery, however the 2-6” drains from the front of the building are routed to the treated stormwater
system. The land use approval requires the roof drains to go directly drywells and not be included in the treated stormwater system.
The project shows a stormwater outfall in the Northeast corner of the site. This outfall needs to be removed.
The truck wells need to have an oil water separator before routing the storm water to the storm system.
The parking lot between SR 507 and the building is approx. +/- 4 acres draining to 4 catch basins. Do the inlets have enough capacity to convey this area?
All stormwater catch basins shall have a 2 foot sump in them.

Utility Plan, (Sheet
The irrigation meter needs to be located in the right of way planter strip. The callout for the irrigation meter also needs to require the installation of a back flow prevision device.
The water main tee at the north connection needs to have a valve installed on each leg of the Wal-Mart loop. See redlines.
The water main tee at the south connection needs to have a valve installed on each leg of the Wal-Mart loop. See redlines.
A 10” water valve needs to be installed at the hydrant tee located at approx. Sta. 10+00.
What domestic water meter size is going to be installed? Add callout to the plan.
The land use plans and construction documents do not provide how the fire protection
requirements are being met. Please submit a detailed explanation how the fire flow requirements are being met and the methodology behind the assumptions.
The water details shown on the plans are not the most current versions.
Water main material shall be PVC only.
The Step tank depth does not meet our requirements of 6 feet from inlet invert to finish grade above the tank.
The Step tank size and specifications have not been shown.
If sewer manholes are allowed to be used for this system, they must be installed in such a way as to allow NO infiltration of surface or ground water. These manholes shall be owned
and maintained by Wal-Mart.
Show the location of the grease interceptors as required by the land use.
Show the location of the pump control panel(s) on the plan.
A hose bib will be required to be within 50 feet of the STEP Tank(s) for maintenance.
The pump system was not called out on the plans.
Site Lighting Plan (Sheet 21):
The lighting plan appears to project greater intensity light offsite than allowed. Please review and/or adjust the lighting to meet the City of Yelm codes.
Water and Sewer Profiles and Detail (Sheets 22 thru 25):
The City of Yelm requires sand to be used a bedding material for water and sewer pipes. Please change the plan spec. to reflect this.
The plan shows a standard 1” step service line. Is this going to be large enough?
Add a note showing the sewer manholes being privately maintained.
Detail Sheets (Sheet 26 thru 30):
Truck well drain detail needs to reflect the requirement of an oil water separator.
The stormwater system proposed in the land use application was a “Stormfilter Cartage System”. You are now proposing a Vortenics System. The land use application was approved using
the original application information. This will be discussed at staff level to determine if a change is appropriate.
The stormwater vaults and pumps system needs additional information. Please include additional information on vaults, pumps, pump requirements, fittings connecting out flow pipes, gallons
per minute etc. How will the concentrated flows be dispersed inside the galleries?
Paving and Signage (Sheets 31 thru 36):

Landscape Plan Sheet 38):
Are the existing trees to remain at northwest corner? Show how many and what size the trees are.
Clearly show masonry wall along north and east property lines and add necessary construction details for wall.
The landscape plan does not address the plan for SR 507 and SR 510 frontages.
Show location of refuse enclosures. Include the type and landscaping associated with them - Design Guideline I.D. (1)
Corner enhancement is required at the intersection of SR507 and the SR510 Loop. - Design Guideline I.F. (1)
Decorative screen wall, fence or trellis as part of perimeter landscaping - Design Guideline I.F. (1)
The design guidelines require 200 sq. ft. landscaping at entry - Design Guideline II.E. (1)
Design Guidelines require trees to be added as part of Type II perimeter landscape south and east property line - Design Guideline V
Where is the Welcome to Yelm sign being placed?

Conditions of Approval:
Currently, the Conditions of Approval are being appealed. When the appeal is completed please verify that the plans are meeting all the Conditions of Approval issued by staff or the
Hearing Examiner.
Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project
engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. This will significantly expedite our
