Box 479 Yelm, WA 98597   February 20, 2009 Mike Beach Pacland 606 Columbia St NW Olympia, WA 98501 RE: Wal-Mart – Project Number SPR-05-0091-YL 6th Review of STEP Tank System Dear Mike, The City of Yelm has completed the sixth review of the proposed Wal-Mart Step Tank revisions. Your application included: Construction Plans with step tank detail We have reviewed the construction plans for compliance with the City of Yelm Development Guidelines, the Department of Ecology Criteria or Sewage Works Design Manual and National Electrical Code. Review Comments: Existing 8,000 gal tank will need to be retrofitted with an outlet to Gravity flow into the new step tank. How will this be accomplished with the tank on line? Per agreement with Wal-Mart representative, existing 8000 gallon holding tank at Wal-Mart is to be owned and maintained by Wal-Mart Corporation. New 6000 gallon tank following installation and final inspection is to be owned and maintained by the City. This is contrary to note at bottom right of page 27/42. This 8000 gallon holding tank must be monitored by Wal-Mart Corporation and maintain a routine maintenance check and pumping as needed. Wal-Mart must maintain records of maintenance of tank and tank pumping; these records must be available to the city upon request. Tank pumping must be done by a licensed, bonded and insured septic pumping company. This must become routine maintenance to keep from interfering with the proper operation of the city step system and to help prevent a solids overloading condition in the city step tank.
