Mayor Harding called the meeting to order at 7:00 p.m.
2. Roll Call Present: Joe Baker, Mike McGowan, Tracey Wood, John Thompson,
and Russ Hendrickson. Excused: Don Miller and Bob Isom

10-17 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED.
CARRIED.
4. Special Presentations -none
5. Public Comment -There was no response to the Mayor's call for public
comment.
6. Consent Agenda
a. Minutes; Regular Meeting, February 23, 2010, Study Session, February 24,
2010
b. Payable Checks 53039-53151, Totaling $347,427.17
10-18 MOTION BY JOE BAKER APPROVING CONSENT AGENDA ITEMS AS
PRESENTED. CARRIED.
7. Public Hearing- none scheduled
8. New Business
a. Ordinance No. 918, Implementing Water Rates Stephanie Ray presented
Ordinance No. 918 as afollow-up item to the rate increase in 2009 to implement
the annual rate increase from the 6 year Water System Plan for 2010-2015.
Rate increases for 2010-2011 at 16 percent and 8.25 percent for 2012-2015 to
maintain the operation and maintenance, existing debt and capital
improvements for the water system. Stephanie noted that the ordinance
presented, if approved, would be corrected to show the corrected dates above.
10-19 MOTION BY JOE BAKER ADOPTING ORDINANCE NO. 918
IMPLEMENTING MONTHLY WATER RATE AND METER FEES TAKING
EFFECT APRIL 1, 2010, WITH ANNUAL INCREASES TO 2016. CARRIED.

10. Mayor and City Council Reports
Councilmember Baker attended Intercity Transit meeting reporting that most
jurisdictions supported the placement of the tax increase on the August ballot to
the voters. The rate has yet to be determined.
Councilmember McGowan reported from the HOME Consortium meeting
discussion on the funding cycle to be voted on in April.
Councilmember Wood expressed that he is excited to attend his first 7:00 am
meeting with Transportation Policy Board as a Yelm Councilmember.

Councilmember Thompson attended the Chamber Forum.
Councilmember Hendrickson attended the annual Dollars for Scholars auction.
Mayor Harding met with a few community groups.
11. Executive Session -none scheduled
12. Correspondence included a fee update from Comcast, a call to nominate a
Corporation for Communities from the Office of the Secretary of State, an
announcement of training for becoming a master composter from Thurston
County and a copy of the March edition of the Thurston County Chamber Voice.
