Initial Review of Civil -Site Construction Documents
Dear Steve:
The City of Yelm has completed the initial review of the proposed commercial park.
Your application included:
• Construction plans dated April 26, 2005
• Stormwater Report dated April 26, 200
• Fire Hydrant Calculations
• Domestic water use calculations
We have reviewed the plans for compliance with the City of Yelm Development
Guidelines, the DOE Stormwater Manual and general standards of civil engineering
practice. The following comments need to be addressed before the plans may be
approved for construction. Our comments are summarized below:
Site Plan:
1. Please provide a signed site plan by Lemay for the location of the refuse container.
2. The driveway access should be per the City of Yelm detail 4-9, type 1. The
improvements shall be concrete between the curb and gutter and right of way line.
3. Add the horizontal datum to the plans.
4. The vertical datum should be NGVD 29. Add a conversion note the plans converting
"sewer datum" to NGVD 29.
Erosion Control Details and Notes:
5. The property line needs to be delineated before the clearing and grading phase begins.
This shall be at a minimum Oft survey lath every 100 feet along the property lines.
6. The construction entrance should be located where it will not conflict with utility
installation.

Grading and stormwater Plan:
7. Catch basin inserts are not an approved method of treatment in the City of Yelm. Please
refer to the 1992 DOE manual for the approved methods of stormwater treatment.
8. Remove all language from the stormwater report referring to the Thurston County
Drainage Manual.
Burnett Road Plan and Profile:
9. The design needs to be shown in plan and profile per the development guidelines.
10. The sidewalks will need to have return ramps back to the asphalt roadway at the end of
each sidewalk.
11. The street trees have not been shown on the frontage.
12. The frontage stormwater needs to be brought on to the site for treatment and
disposal. Any frontage galleries will be in conflict with the existing water line.
13. Show the existing topo for the frontage improvements. This should be all utilities
and existing features.
STEP Plan:
14. The step tank size appears to be too small. The guidelines require the 4 apartment to
have a 3,000 gallon tank by them selves. A second tank should be added for the
commercial part of the building. This shall be a min. 1500 gallon tank depending on the
proposed commercial use. The uses need to be kept separate.
15. The step services should be 2" in size for this use. 1' is used for single home
services.
16. All commercial step system shall be Class 1, Div 1, intrinsically safe per Department of
Labor and Industries requirements.
17. Show Carson box locations for step service lines.
18. Show location of the step control panel(s).
19. Show location of the hose bib within 50 feet of the step tank(s).
20. Remove the extra step service that was proposed for the RV dump station. The RV
dump station is not allowed.
21. All service lines will need to be installed during the frontage improvements.
22. Show sewer easements on the construction plans.
Water Plan:
23. Please check the callouts for the water design. It appears that some on the callouts are
in error.
24. Show water easements on the plans. They should be 15' centered on the lines.
25. Please add a hydrant to the plan at the NW corner of building 15A. This was discussed
on October 6, 2004 during the fire review.
Fire Code: (Comments from Gary Carlson, Building Official)
26. The required fire flow is 1750 gpm from the fire hydrants. This is using building
type 5-B and the largest building of 4,000 sf.
27. All perimeter buildings must have at least 20 feet between exterior walls.
28. The residential/office building is required to have a sprinkler system installed.
Please show the water main connection, Double check vault and the sprinkler

connections. These will need to be installed as part of the frontage
improvements.
29. Please provide fire hydrant calculations showing the required fire flows.
Landscape Plan:
30. Not included for review.
Conditions of Approval:
1. Please review the conditions of approval and make sure all conditions have been
met or will be met at building permits issuance.
Please review and revise the plans to address the above referenced comments. When
the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports.
The project engineer should include a written response with the resubmittal, indicating
how all the review comments above have been addressed or responded to. This will
significantly expedite our review of the project. If you have any additional questions or
