RE: Van Norhop Estates – Sewer mainline and Irrigation Repair

Dear Mr. Norberg:
On February 13, 2002 it was brought to my attention that you did not install a STEP sewer main in your frontage along Mill Road SE. It is understandable why NW Cascade did not install
the sewer main, it was not on the approved civil engineering plans. However this does not exclude you from the requirement of installing it. This project was granted Preliminary Plat
approval with the condition of installing the sewer main in the frontage. The following conditions of approval were granted for this project:
The approval under sewer reads:
3. The S.T.E.P. System shall be designed to City standards. The applicant shall submit final civil plans to the Public Works Department or review and approval.
The approval under transportation reads:
10. Frontage improvements are required for this project. Frontage improvements shall be consistent with the City of Yelm's Development Guidelines. Frontage improvements or Mill Road
shall be consistent with the section "Neighborhood Collector". Improvements along 107th shall be consistent with the section "Local Access Residential". Interior street improvements
shall be consistent with the section "Local Access Residential".
You are required to install this portion of the sewer main. Please contact me as soon as possible. It is the not the city’s wish to hold up the final plat process for your project.
However a solution must be in place or the sewer main installed before the final plat goes to the planning commission and city council for approval.
Also during construction NW Cascade broke the irrigation water mains along 107th Loop SE. These irrigation water mains were to be fixed before the new road was asphalted and the ADA
ramp was installed across the street. I was told that this was repaired instead it has been brought to my attention that the irrigation mains are still broken and located in the middle
the roadway. The city water department went to verify that they were repaired. When the water was turned on and the asphalt lifted because of the broken irrigation main. How is this
going to be fixed? I have attached a picture of the asphalt lifting. The
city will not allow the new asphalt surface to be trenched. Please contact me to discuss a solution to this issue before the crews began work.
