8265-0714-SPILLER July 14, 2001 Mr. Dave Spiller Hatton Godat Pantier 2708 Westmoor Court Olympia, WA 98502 RE: Longmire Meadows – File No. SUB-00-8265-YL Civil Engineering Plan Review No. 2 Dear Mr. Spiller: The following is a list of revisions required to the civil plan set: General Comments: The “Approved for Construction” signature block needs to be revised to read “City of Yelm Development Engineer.” All sheets need to reflect this change. It appears that this development would be better served by utilizing bioswales for water quality instead of a wetpond. The grading appears to be less with the swale concept and will cost the developer less to build. This is also much easier for the homeowner to maintain. Please add some information to the Hydra calculations. I am not familiar with Hydra and cannot follow the input or output of this program. Please provide pipe-sizing calculations to show that the 8” pipes will adequately convey the stormwater. HYDRA may have done this already however I cannot find the information. The DOE stormdrainage manual requires that the wetpond facilities be a minimum of 20’ from any structure, property line or easement that imposes constraints on the development. Please review the setbacks for your stormwater facilities and revise if required. Sheet 1 of 21 No comments Sheet 2 of 21 This has been reviewed under the clearing and grading permit and will be approved during the clearing and grading permit. Sheet 3 of 21 The Standard Stormwater Notes and the General Notes (Storm Drain Construction) appear to be mostly duplicates of each other. Please remove the General Notes Section. Under the Standard Stormwater Note #2 please revise this note to reflect the correct section of the DOE Manual. Under the Standard Stormwater Notes please replace the reference to Drainage Manual with “City of Yelm Development Guidelines” Add a note to the Standard Stormwater Notes listing the required pipe types and specifications for City of Yelm. This is page 5-3 of the Development Guidelines. The current type shown does not appear correct. Sheet 4 of 21 No comments Sheet 5 of 21 The algerbric differences of the centerline grades are greater than 1%. A vertical curve is required here. Please show the vertical curve information on the profile. Add the word “hood” in the neighborhood collector roadway cross-section title. Sheet 6 of 21 Add the word “commercial” to the Local Access Commercial street section title. Revise the spelling for the 6’ planter callout. Sheet 7 of 21 Add the word “commercial” to the Local Access Commercial street section title. Remove the 1’ callout behind the sidewalk of the street section. Sheet 8 of 21 Add the word “commercial” to the Local Access Commercial street section title. Please show on the plan that after construction there will be two 11’ lanes in Longmire St. It appears that the lane on the north side is only 8’ in places. Sheet 9 of 21 No comments Sheet 10 of 21 Add to the “access cross section” the material types and thickness. (IE wearing surface, top coarse and base coarse.) The pipe run from CB #5 to CB #6 needs to be moved outside of the property line similar to the 2’ offset that has been done between lots 16 and 17. Revise the pipe offset callouts for the pipe between lots 16 and 17. Sheet 11 of 21 No comments Sheet 12 of 21 In pond section D-D the design water level is 340.5 and the overflow pipe into the infiltration pond in 340.0. It appears that the water will not be able to reach 340.5 with the pipe invert this low. Revise or clarify what the intent is. The dwl in pond section D-D is listed at 339.73. The drainage report shows that you are required to have a dwl of approx. 340.5 to have enough storage. Please revise of clarify your design. Sheet 13 of 21 Replace the Watermain Installation Notes with the correct water notes from pages 6-3 and 6-4 of the City of Yelm Development Guidelines. Move the water meter boxes behind the sidewalks. This is a new requirement in the City of Yelm. This will eliminate conflicts with the street trees and driveways. Turn on the layers showing curbs, gutters and sidewalks. Add watermeter stationing to the plan in either a watermeter table or on the plan view. Add dual watermeter service standard detail to the plans. This is detail 6-2 dated 3/15/2000. Add single watermeter service standard detail to the plans. This is detail 6-1 dated 3/15/2000. All water service lines to that will be under a driveway cut will have to be sleeved. Please add a note the plan that reflects this. Sheet 14 of 21 No comments Sheet 15 of 21 No comments Sheet 16 of 21 Revise the stationing for lot 12’s water meter. It appears to be closer to 14+00. Move the step boxes behind the sidewalks. This is a new requirement in the City of Yelm. This will eliminate conflicts with the street trees and driveways. Turn on the layers showing curbs, gutters and sidewalks. Add step sewer box stationing to the plan in either a table or on the plan view. Add the Inspection Guide for STEP Sewer Installation Notes to the sewer plan. See page 7-55 of the Development Guidelines. All STEP service lines to that will be under a driveway or driveway cut will have to be sleeved. Please add a note to the plan that reflects this. Sheet 20 of 21 Revise the STEP double service detail to reflect the detail attached to this letter. Sheet 21 of 21 No comments Please revise and resubmit this sheet in mylar form for approval.
