Your application included: • Building Application with Civil Construction details We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: STEP Plan: 1. The proposed septic tank chamber does not have any details associated with it. I am not sure what is being proposed. As previously discussed, if the espresso stand can not gravity flow into the current STEP tank than a new STEP tank and STEP tank assembly will be required for the espresso stand. The service line may be connected at the same location as the current gas station STEP service. 2. Add the COY standard sewer details that will be required for the installation. Water Plan: 3. The water connection does not supply any details. Is this connection going to be an additional service or connected behind the existing water meter? Add the COY standard details as needed. 4. The proposed landscape fountain will require the water back flow protection devise to be a Reduced Pressure Backflow devise. Add the COY standard details as needed. 5. Please provide water use calculations for the proposed use. This was a condition of approval. May 22, 2006 Page 2 of 2 Stormwater Plan: 6. A storm water plan and report is not required for this project. The espresso stand area is already being conveyed to the gas station stormwater facility. This building shall install roof drains that day light to the existing asphalt surface. These drains shall be in a location that will not effect the operation of the espresso stand during the seasons of inclement weather. Refuse Container: 7. The conditions of approval for this project specify where the refuse container should be located. Are you proposing a refuse container and if you are please provide required details for it location and construction. Site Plan: 8. Is there any employee parking stalls proposed? If so where are there location and what are the dimensions. Landscape and Irrigation Plan: 9. The landscape and irrigation plan was not submitted. With these plans the civil approval can not be issued. Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to. Your application included: • Sewer plans from A-Sound Environment dated 9/16/06, rec. 10/17/06 • Plan and profile sketch of Landscape Fountain, hand drawn We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. I also have included the Conditions of Approval and how I see you meeting the requirements of land use. STEP and Water Engineering Plans: 1. The sewer plans need to show the sewer control panel location and a hose bib within 75’ of the new step tank. 2. The engineering plans do not address the how the connection is to be made or details required for the connection. This needs to be shown on the engineering plans. 3. The proposed landscape fountain will require a Reduced Pressure Backflow device. Please add the City of Yelm water detail No. 6-17. 4. The Land Use Conditions of Approval required the applicant to submit water use calculation for the proposed stand. Please submit this information with the next submittal. Conditions of Approval: 1. The applicant shall mitigate traffic impacts to the transportation system. Mitigation includes payment of the Transportation Facility Charge (TFC). The TFC charge for the Espresso stand is based on 36.53 new pm peak hour trips generated. The TFC charge for the Espresso stand, based on 360 square feet is $9,862.50. These fees need to be paid at building permit issuance. October 23, 2006 Page 2 of 3 2. The applicant shall connect to the City water system. The cost to connect shall include a fee of $1,500.00 per Equivalent Residential Unit (900 cubic feet per month) (fee subject to change). The number of ERU’s will be calculated on water usage based on the design capacity of the new facility. The applicant shall provide proposed water usage calculations in the civil plan submission. Water connection fees are paid at building permit issuance. Please submit water use calculations. 3. All conditions for cross connection control as required in Section 246-290-490 WAC. A reduced pressure backflow assembly will be required because of the water fall. Show on the engineering plans 4. The applicant shall pay a fire protection impact fee. The impact fee for 2006 is $0.216 per sq. ft. of new development, and is payable at building permit issuance. Fees to be paid at building permit issuance. 5. If new fire hydrants are required, the applicant shall be responsible for the installation of hydrant locks on all fire hydrants required and installed as part of development. The applicant shall coordinate with the Yelm Public Works Department to purchase and install required hydrant locks. Hydrant lock details shall be included in Civil Plan Submission. No fire hydrants will be required. 6. The applicant shall connect to the City S.T.E.P. sewer system. The cost to connect shall include a fee of $5,569.00 per ERU with a $145.00 inspection fee per connection (fee subject to change). The number of ERUs required will be determined by approved water consumption calculations submitted as part of the civil plans. Sewer connection fees are paid at building permit issuance. All S.T.E.P. tanks shall be designed to the specifications of the City of Yelm Development Guidelines, including a maximum depth to the tank invert of 6 feet below finish grade. The water calculations will allow the sewer fees to be calculated. Fees will be paid at permit issuance. 7. Parking shall be provided in accordance with the City of Yelm Development Guideline standards The site plan needs to show the parking stalls dedicated to the espresso stand employees. If it is part of the current parking area of the gas station, then a joint parking agreement must be submitted to Community Development Department. 8. The civil plans shall include a complete detailed landscape plan including provisions for street corner enhancement. The civil plans need to show the connection to the water system and electrical. 9. Building elevations must be consistent with the Yelm Design Guidelines for the mixed use district. This would be part of the building permit application. Please coordinate with Gary Carlson, building official, 360-458-8407. Please review and revise the plans to address the above referenced comments. By approving this plan that does not excuse the applicant from any missing information that may not be shown on the plan or required by the land use approval. Please note that I have shown the requirement of a back flow device behind the domestic water meter. The approved plans will be forwarded to the building official. When you pay for the fees and pick up your building permit you may schedule a preconstruction meeting. This meeting must take place before construction can begin.
