Antonoff, P.E. 3316 Deer Island Drive E Lake Tapps, WA 98391 RE: McCammant Fourplexes - SPR-05-0540-YL Civil Plan Review #3 -Site Construction Documents Mr. Antonoff: The City of Yelm has completed the 3~d Civil Plan Review of the proposed subdivision. Your application included: Construction Plans received July 17, 2007 Bay Saver Manual received July 17, 2007 Response Letter from Engineer dated July 17, 2007 We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Stormwater Plan: 1. The Bay Saver Separation Storm Treatment Device currently is not approved for use in the City of Yelm. Please look at other storm treatment devices such as Aqua Shield (Aqua Swirl) which are currently approved for use in the City of Yelm. Please size your storm treatment adequately for the size of your project. 2. Please show infiltration gallery plan and profile for paved parking area, be sure to size accordingly for intended use to handle parking, drainage and other run off. 3. Please see City of Yelm Standard 7-20 for Typical End of Line Clean Out. STEP Plan: 4. Both pump control panels should be located where the operator can visually see the tanks with out obstructions. You may want to locate them on the East end of the building facing Crystal Springs Rd near the tanks. However if a tank needs to be relocated you will also have to relocate the control panel. 5. The depth of bury on the step tanks should not exceed 5 feet measured from the inlet of the tank to the finish grade at the riser of the tank. 6. These step systems need to be duplex pumping systems. 7. The plans reference installing a 2" main to serve these tanks. This should be referred to as a service line as shown in City of Yelm standard detail 7-1 or 7-2. 8. Show the location of the step sewer Carson boxes on the construction plans. (360) 458-8438 (360) 458-3144 FAX www.ci.yelm.wa.us 9. The construction plans need to identify the method of connecting the sewer service lines to the sewer mains. 10. Please show all details that apply from the development guidelines. 11. Please revise sewer connection note on sheet 1 of 5 on the drawing referring "SEE DETAIL # 7- ? This will need to show the complete number of the detail being called out. Water Plan: 12. The developer is responsible for the cost of the fire hydrant locks and the City of Yelm Water Department will order and install them. 13. Why is there a 1 %2 inch water meter going to building two? There are two service meters going to this building. This may be going to a fire sprinkler line and it needs a back flow assembly behind the meter. The water services need to be clarified before submittal. 14. Plans need to show the location of the Fire Department Connection (FDC). Also needed are the criteria showing that the fire protection system is adequate for these buildings. 15. Please show sizing criteria to show how a 1 %2" to 2" fire line is going to be adequate for a fire sprinkler system for these units. 16. Please provide info showing the 2 - 2" water meters are going to be Master Meters or if they will have meters for each unit. If these are going to be Master Meters, they will also be required to have double check valve assemblies installed behind the meters. Landscape Plan: Please address the following landscape comments based on the initial Landscape review conducted in June. No revised landscape plans were submitted as part of this review. 17. Please illustrate Type III landscaping along the property frontages of Crystal Springs Road as required in the Preliminary Approval. 18. Please provide the City of Yelm street tree planting detail for the street trees that are required as a part of the Type III landscape requirements along Crystal Springs Road. Please choose a street tree from the City of Yelm Street tree list under the "small tree" section. You can find the Street Tree list on the City of Yelm website. 19. Please provide Type IV landscaping within the parking area. No Parking stalls shall be further than 50 feet from a tree. This can be achieved by shifting the 16 parking stalls to the west and placing a planter island in between. 20. Parking stalls must be displayed on the Landscape Plans and need to include at least (1) Handicap Stall as required in the preliminary Approval. 21. Please display the refuse container location with the appropriate landscaping and screening on the Landscape plans. We recommend that you relocate your refuse container to the southwest corner of the property, outside of all wetland, shoreline and flood zone areas. LeMay may not approve the location as it is proposed on the preliminary site plan. All Sheets: 22. Please revise title box on all sheets to read the proper title for what is being show on that plan sheet. Before you address these comments and resubmit, the City of Yelm is requiring a meeting with you and your client to discuss these comments. This is the third review July 30, 2007 Page 2 of 3 and these plans have not addressed the many of the original comments that were presented in review no. 1. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
