Initial Review Grading Plan for Early Clearing and Grading Permit
Mr. Birkland:
The City of Yelm has completed the initial review of the proposed early clearing and
grading permit. Your application included:
• Construction Documents dated 4/13/06 and received 4/18/06 (2 sheets)
We have reviewed the plans for compliance with the City of Yelm Development
Guidelines and general standards of civil engineering practice. The following comments
need to be addressed before the plans may be approved for construction. Our
comments are summarized below:
Site Plan:
1. The proposed grading needs to be out side of the 200 foot shoreline jurisdiction.
The Conditions of Approval mandate that this project stay out of the shoreline
area.
2. The onsite wells need to be decommissioned or a 100 foot radius around the well
needs to left undisturbed during the grading operation. Please specify on the
plans what you are proposing to do.
Erosion Control Details and Notes:
3. The temporary erosion control design is adequate to begin the grading operation.
As with all grading projects the TESC measures will need to be inspected daily
and changes made to them as needed to project adjoining properties and critical
areas in the vicinity of the project.

Grading and stormwater Plan:
4. The proposed stormwater pond is not approved. The conditions of approval
require additional information to be provided before a stormwater facility can be
reviewed and approved. The stormwater design needs to be removed from the
site plan before approval.
Building Demolition:
5. Before any buildings may be demolished or removed a demolition permit and
asbestos permit must be obtained from the Olympic Region Clean Air Authority.
Please review the comments and resubmit a site plan that will address these
comments. When we receive the site plan a second review will be done and a permit
will be issued. The project engineer should include a written response with the
resubmittal, indicating how all the review comments above have been addressed or
responded to. This will significantly expedite our review of the project. If you have any
