Threshold Determination: The City of Yeim as lead agency for this action has determined that this proposal
does not have a probable significant adverse impact on the environment. Therefore, an environmental impact
statement {EIS} will not be required under RC 43.21 C.030{2}{c}. This decision was made after review of a
completed environmental checklist and other information on file with the lead agency. This information is
available to the public on request.

Findings of Fact
4. The proposal includes an auto repair facility. Existing regulations require grease
interceptors and hazardous material containment facilities.
itigatian assures
1. The developer shall mitigate transportation impacts based on the new R.M. peak hour
trips generated by the project. The Transportation Facility Charge (TFC~ shall be based
on automobile care center, ITE #840.
2. Frontage improvements shall be required along the property frontage of Yelm Avenue
West (SR 510).
3. A hazardous spill containment plan shall be approved by Thurston County.
