Box 479 Yelm, WA 98597 June 5, 2006 Chris Merritt Olympic Engineering 1252 Devon Loop NE Olympia, WA 98506 RE: TBM Yelm - SPR-05-0158-YL Initial Review of Civil -Site Construction Documents Mr. Merritt: The City of Yelm has completed the initial review of the proposed commercial transmission repair facility. Your application included: • Civil Plan Review Application 8 set of construction plans dated and stamped02/28/06 2 Stormwater Drainage Reports dated and stamped 02/2006 We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Cover Sheet: 1. The project conditions of approval need to be located on the cover of the plans set. Horizontal Control Plan: 2. This plan needs to have a method of staking the improvements in the field. Currently there is no way to stake the plans in the field. 3. Please show the vertical and horizontal datum on each page that references elevations or has horizontal information required for construction. Erosion Control Details and Notes: 4. The sidewalk along the frontage must stay open at all times during construction. It may be possible to reroute the pedestrian to another area of the frontage during construction. This should be coordinated with the inspector during construction. Grading and Stormwater Plan: 5. The wet vault is being called out as PVC, should this be ADS? If PVC please clarify what is going to be used for end caps on the ends of the pipe. (360) 458-8438 (360) 458-3144 FAX www.ci.yelm.wa.us Yelm Ave Plan and Profile: 6. The City of Yelm is currently looking into the alignment of SR 510 in this area. As you can see by the survey on your plans the highway is shown extremely offset away from your project site. The city is determining what should be done with this area and will be responding to you with in the next week or so. This was uncovered about 2 weeks ago with another project in this corridor. 7. We have not reviewed this portion of the plans until a determination has been made. This may affect multiple projects and we are reviewing them all. Water and Step Plan: 8. The water meters will be set after the irrigation double check is installed and the RBPA on the domestic water meter is installed. The testing of these cross control devices should be coordinated with the water department and the installation of the meters. 9. Add a note to the plan stating, "The sewer system from the building to the inlet of the step tank shall be the responsibility of property owner." The step tank up to and including the step main is the responsibility of the City of Yelm. 10. The step tank shall be a min of 1500 gallons in size. This is the min of a commercial system. This system shall also be a Class 1 Div 1 Type D intrinsically safe duplex pumping system. 11. Show location of the control panel on the building. Should be within sight distance of the step tank. stormwater Report: 12. The roof drains are required to go directly to drywells not the paved driving areas. 13. Please add a note the report and on the plans that states, the stormwater system has not been sized for future expansion of the site. Additional expansion of the stormwater system will be required to increase impervious area on this site. 14. Please add the stormwater treatment calculations to the report. You talk about the method in the narrative but need the supporting calculations in the report. Landscape Plan: 15. Not included in the plan set. The landscaping and irrigation plans need to be submitted and approved before the construction plans can be approved. Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
