Second Review of Civil Engineering Site Construction Documents and Wash DOT
Frontage Improvements
Mr. Merritt:
The City of Yelm has completed the second review of the proposed commercial transmission
repair facility. Your resubmittal included:
• Civil Engineering Plans dated 071906
• Stormwater Drainage Report July 2006
• Response letter addressing first review.
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the
DOE Stormwater Manual and general standards of civil engineering practice. We have the
following comments that need to be addressed before the plans may be approved for
construction. Our comments are summarized below:
I have contacted Dale Severson, Development Review Engineer for Washington State
Department of Transportation, to discuss the requirement of a separate DOT review and
approval process for the frontage improvement due to there location on SR 510. Since this
project will not be replacing or adding new driving surfaces to the current state highway, the
state has allowed the City of Yelm to review and approve these frontage improvements. When
the follow comments are addressed the plans will be approved and all project and construction
coordination should be addressed to the City of Yelm.
Yelm Ave Plan and Profile:
1. The asphalt section required for SR 510 is:
• 6" Asphalt Concrete Compacted Depth, 2 lifts
• 8" CSBS Compacted Depth
2. The existing asphalt sidewalk will need to be smoothly joined with the proposed concrete
sidewalk. The right angled asphalt ramps are not acceptable.
3. The power pole and pedestal will need to be relocated to a location behind the sidewalk.
4. This project will be allowed to saw cut at the fog line and reconstruct the roadway per the
Washington Department of Transportation.

Water Plan:
1. The site plan approval requires that the applicant provide fire flow calculations showing
that the fire hydrant will be adequate to meet the fire code requirements of the building.
2. Please replace the water details on the plans with the current adopted water details.
Landscape Plan:
5. Add the City of Yelm's street tree detail 4-19 to the plan.
6. Street trees are required to be 35' on center.
7. The trash enclosure needs to be shown on the landscape plan and show the required
landscaping for it.
8. The design of the trash enclosure needs to be shown on the plans. This should show
the method of installation, materials and design of the walls
I have included the following information as a courtesy to the owner. These comments are still
outstanding from the building permit.
Transmission Shop Review
July 26, 2006
1. Show compliance with the WSEC for energy, HVAC and lighting
2. Show plumbing riser diagram. Indicate tank hook up and cleanout locations
3. Reconfigure ADA Unisex restroom to comply with ANSI A117.1
a. Show location and heights of required signage
4. Reconfigure service counter to meet ANSI A117.1
5. Show emergency lighting ,exit sign not required
6. If the space above the office is to be used for storage, show calculations and post sign
for maximum loading allowed. If not, designed for storage post sign stating no storage
allowed.
7. Show compliance with Development Guide Lines for refuse container and treatment of
blank walls.
8. Owner shall submit a hazardous waste and spill containment plan to Thurston County
prior to Certificate of Occupancy
Please review and revise the plans to address the above referenced comments. When the
project is resubmitted you will need to submit 2 sets of half size plans. The project engineer
should include a written response with the resubmittal, indicating how all the review comments
above have been addressed or responded to. This will significantly expedite our review of the
