Initial Review of Civil -Site Construction Documents
Mr. Bloom:
The City of Yelm has completed the initial review of the proposed commercial redevelopment
project referenced above. Your application included:
• Civil construction documents dated Jan 18, 2007
Drainage Report dated January 4, 2007
We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the
DOE Stormwater Manual and general standards of civil engineering practice. The following
comments need to be addressed before the plans may be approved for construction. Our
comments are summarized below:
Cover Sheet, C1.0:
1. Add the Conditions of Approval to the cover sheet.
2. Revise the approval block. Replace the Approval expires line with "Approval expires one
year after signature."
3. Add Storm Inspection phone number 458-8423
Site Plan, C2.0:
4. No comments at this time.
Temporary Erosion and Sed. Control Plan and Notes, C3.0:
5. Show limits of disturbance.
6. Show silt fences as necessary or add a note stating this to be determined in the field by
the site inspector.
7. Show any temporary fence for pedestrian safety as necessary.
8. Show any demolition that may take place. Existing septic, storm systems, pavement etc.
9. Show TESC pond to be constructed for stormwater control.
10. Add a note for contractor to sweep streets daily or as necessary.
Temporary Erosion and Sed. Control Details, C3.0:
11. Add any additional details that are required from above comments.

Horizontal Control and Paving Plan, C4.0:
12. The proposed 12' sidewalk should continue through the two accesses to the site. Show
the access as driveway cuts and add City of Yelm standard detail.
13. The City would like to see the access at Railroad St SW align with the existing
centerline.
14. Call out existing row and proposed row dedications.
15. Label location of Refuse Area
16. Show pedestrian path from Mossman to building entrance.
17. Show the revisions to the parking lot based on overhead power relocation.
18. Label compact stalls with a "c".
Paving Details, C4.1:
19. The sidewalk will need to be 6" thick at the driveway crossings.
20. Add the following to the last note ....structurally adequate "with the City of Yelm
approval."
Grading and Drainage Plan and Profile, C5.0:
21. Show permanent fence around stormwater pond. (4' black chain link)
22. Catchbasin No. 1 offset appears in error.
23. The grading may need to be revised slightly after the sidewalks are constructed through
the accesses. Do not direct stormwater a crossed the sidewalk.
24. The Aqua Swirl will out let will need to be shown straight not at an angle. May need to
add a catchbasin to construct the angle.
Grading and Drainage Notes and Details, C5.1:
25. No Comments at this time.
Utility Plan and Profile, C6.0
26. Is the second building going to need water or sewer services?
27. Show step control panel and location, hose bib within 50 Feet of step tank, tank
elevations not greater than 5 feet from invert to finish grade.
28. The Carson box should be installed behind sidewalk.
29. The side sewer can not come in the side of the tank. Both side sewers should connect
before the tank.
30. Show the grease trap size, type and elevations on the civil plans.
31. The call out for less that 18" of separation between water and sewer plans can only be
approved by the water or sewer inspector.
32. It appears that a sewer air release is going to be required at the high point at approx.
47+50. If you change the hydraulically grade slightly you will not require an Air Release
at this location.
33. Complete sewer profile as needed.
34. The connection point for the sewer should be at the alley on Rice St. The existing line is
4" in size.
35. The water connection should be a hot tap not a cut in tee.
36. Provide Fire Protection Plans showing how fire protection is being met.
37. Is the 6" water line to the hydrant going to be sufficient?
38. Where is the fire system double check going to be installed?
39. What is the FDC fire line size?
40. A Double check valve will be required to be installed behind the water meter from both

domestic and irrigation.
41. Show the roadway restoration of the street crossings for the utility connections.
42. Add scale and north arrow to the plan.
Utility Plan, C6.1
43. Complete the callouts for this sheet.
Utility Notes, C6.2:

45. Water details are not the approved details. They should have the public works
signature on them.

Please review and revise the plans to address the above referenced comments. When the
project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project
engineer should include a written response with the resubmittal, indicating how all the review
comments above have been addressed or responded to. This will significantly expedite our
