Box 479 Yelm, WA 98597 RE: Samantha Ridge Response -City of Yelm Project Number PRD-OS-00770-YL Mr. Gibson: In your letter dated October 23, 2007 the City of Yelm needed to have certain areas addressed before the plans could be approved for construction, below are our responses: Storm Drainaoe, Resort: 1. Storm Drainage Report Section 9 - We have clarified this issue in our report. Although the geo-tech report discusses the Spanaway soils which are in group A or B, the geo- technical engineer discovered a high groundwater table acting as a barrier to infiltration. As storm shed has noway to model this, a hydrologic group C was chosen to represent the large reduction in infltration capacity. 2. Storm Drainage Report Appendix B -All Information requested has been added. 3. Storm Drainage Report -The geotechnical report has been added to Appendix C. 4. Storm Drainage Report-A drainage basin map has been added and includes all basin areas. 5. Storm Drainage Report -Due to the small amount of yard area and need to maintain drywells separately, we have instead proposed one storm drainage pond to accept all stormwater from roof areas. 6. Storm Drainage Report -A copy of the FEMA and LOMA maps have been added to the Storm Drainage report. 7. The maintenance cost estimate and construction inspection report have been added to the Operation & Maintenance Report. Construction Plans: All sheets have been revised to indicate the following: 8. Redline Comments have been addressed. 9. Plans are now stakable. The road stationing has been tied down to the available benchmarks In Crystal Springs Road. Sheet 1 of 17: 10. Revised cover sheet to show conditions of approval. Sheet 3 of 17: 11. Construction sequence has been modified to indicate when construction entrance, fifer fabric fence, interceptor dike, check dams, and sediment pond will be installed. Sheet 5 of 17: 12. Revised proposed grade lines to make it easier to differentiate. 13. The proposed contour on the south side of the site is now labeled correctly. 14. Revised the entry drive on Crystal Springs Road to show the 340 contour. 15. The elevation out the ou[Flow pipe into the stormwater facility has been indicated. An erosion control pad has been added to the outflow pipe. 16. Catch Basins 1 and 2 have been revised to Type 2 structures. 17. The Grading information is now indicated for the 2 parking stalls on the southwest corner of the private road. 18. All contours have been labeled as indicated. The proposed grading has been added between the 2 buildings. 19. Spot grades have been added where indicated. 26. Notation has been added to indicate the minimum 2 % grade for the driveway. 21. Indicated the proposed steps for the f nished Floors at 336 feet and 335 foot contours tying in at the front of the structure on the plans. 22. All references to Pierce County have been removed from standard notes. 23. The 4' high chain link fence and access gate are now indicated around the stormwater facility. Sheet 6 of 17: 24. The water and sewer now appear in the background so the crossings can be evaluated. 25. The curve data for the horizontal curves is now noted. Sheet 7 of 17: 26. We have provided a storm drainage system for the drainage from Crystal Springs Road, that will be routed to the pond. All storm water collected from Crystal Springs Road will be treated as direct overflow. 27. Provided existing topography for the ditch in the vicinity of the discharge point. 28. Catch Basins 9 through 11 have been revised to Type 2 structures. 29. Provided information and detail on the type of handicap ramps proposed at the entrance on Crystal Springs road. 30. Project limits for the "frontage improvements' on Edwards and Crystal Springs Roads have been clarified. Sheet 8 of 1 T. 31. Revised the slopes across [he handicapped ramps along Crystal Springs Road to not exceed 2 % . 32. The grades have been revised far consistency. Sheet 9 of 17: 33. Included all required details for installation of 3 street lights on Crystal Springs frontage. 34. Revised plans to show [he proposed access road on an approved slope. Sheet 10 of 17: 35. Driveway access to site has been revised to use a concrete driveway approach to the development Sheet 11 of 17: 36. Updated plans to show existing utilities more clearly. 37. Labeled where the connections are to the existing system as well as the fittings or modifications that may need to be made to provide an extension. Both proposed connections are now referenced. 38. Provided 2 gate valves at each tee. 39. Revised the pig ports to be an end of line cleanout per city detail 7-20 40. Existing force main is shown to be removed. 41. Revised and labeled plans to show the STEP and forcemain mainline and services in an easement to be dedicated to the city. 42. Revised plans to show the proposed waterlines in the background and indicated the minimum 10' separation between the water and sewer pipes. 43. Revised design to allow one tank per building. 44. Indicated the tank sizes, controller location, hose bib locations and pump types on plan. 45. Revised plan to show existing step main at 8". 46. Revised the proposed sewer mains to be 2" in diameter. 47. Revised plans to show existing reclaimed water line that crossed this property. 48. Revised plans to accommodate City of Yelm's 12" sewer main in the same easement as the existing utilities. 49. Revised the Step system notes to include the 10' horizontal separation in addition to the 18" vertical separation. Sheet 12 of 17'. 50. Revised plans to use bends with thrust blacks instead of deflection for the construction of the STEP mainline. 51. Labels on length of 10" force main are now consistent with sheet 11. Sheet 14 of 17: 52. Revised plans so existing utilities show up clearly. 53. Provided 2 gate valves at each tee. 54. Existing water main is now shown to be removed. 55. Revised and labeled plans to show water mainlines and services to be within an easement dedicated to the Ciry. 56. Revised plans to show the proposed sewer lines in the background and indicated the minimum 10' separation between the sewer and water pipes. 57. Revised plans to note the location of the irrigation meter(s) and the appropriate backFlow prevention. 58. Revised plans to indicate the connection type for all fittings. 59. Water main is now a C900 class 150. 60. Revised plans to show the 10' separation between the relocation of the existing 10" wafer main from the sewer and reuse mains. 61. Revised plans to show all gate valves al tees. 62 Added fallowing note to plans "The developer is responsible for the cost of fire hydrant locks and the City of Yelm Water Department will order and install them." 63. Revised plans to show the sewer line sleeved where 18" of separation can no[ be maintained where the water and sewer lines cross. 64. Submitted irrigation plans that will show the connection points [o the water source. A reduce pressure back Flow assembly will be installed at each water meter if reclaimed water is to be utilized. 65. Noted on plan. Sheet 15 of 17: 66. Revised plans to use bends with thrust blocks instead of deflection for the construction of the water mainline. 67. Revised plans so there is 6" minimum of separation between the storm and water at approximately station 3+40. 68. Revised plans to show the minimum 42" of cover. Landscaping Comments: 69. According to Ms. Box the city wanted to see more active recreation opportunities in the North and South open spaces (PUD design guidelines 17.60.140[3a]) and specifically requested play equipment. - We have provided a play structure in the northern open space that was in a previous iteration of this project and have added additional picnic tables to the two larger southern open spaces. 70. Type II landscaping was added along the southern property line in the form of an 8' planting bed and a 6' high solid fence as specified by Ms. Box. Both the planting and the fence were kept ouf of the flood plain as requested (in speaking with Ms. Box she clarified that planting and fence should not encroach beyond the 100 year flood plain boundary rather than the 200' shoreline jurisdictional boundary as stated in the comments) 71. Existing sidewalk was removed and proposed sidewalk was continued to the corner. Planter strip and st. trees were continued the length of the proposed sidewalk. 72. Urbanite ash has been designated as the st. tree and was chosen from the city's street tree list. Chinese kousa dogwood was selected from the city street tree list to serve as an accent tree. One accent tree has been provided for every three st. trees. 73. The City of Yelm street tree planting detail has been provided on sheet. L2. 74. Landscaping that interfered with the right-of-way to the residence at 404 Edwards Sl. has been removed. 75. Landscape plans were reviewed. Misc. Comments: 76. Revised Approved for Construction Title black on all sheets to read "Development Review Engineer". 77. Coordinated with Postmaster then revised plans to callcut and show the location for the Mail Box Cluster. Indicated that they must CBU units. 78. Revised plans to show and include the dry utility joint utility trench easement location and callout the width of the trench to show there is enough room for the installation of step tanks and the required building set back on site. Enclosed are the 4 sets of plans and 2 stormwater reports as requested far resubmission. Please let us know if there is anything further we can do to help expedite this project.
