Suite B Fife, Washington 98424 RE: Notice of Final Decision - Bypass Area of Vancil Road Autumn Hill Subdivision City of Yelm Project No. SUB-01-8284-YL Dear Mr. Deavers: This letter is in response to the voice mail message you left on February 13, 2002. Your message stated that you “objected” to the fact you had to detain all of the half street improvements and frontage stormwater on Vancil Road. Your statement suggests that because of the small amount of stormwater that would be captured it does not warrant the cost of the additional system length. On January 14, 2002 we had a discussion on the telephone about the review comments from the second review. At this time I stated that you would be required to either redesign the vertical curves in the roadway to force the stormwater to flow to the catchbasins or add additional pipe and catchbasins to control the stormwater runoff. When the plans were resubmitted, there was a design that neither meets the current code or was discussed in our previous conversations. This design was based on the 2001 DOE Stormwater Manual. The current manual in use is the 1992 DOE Stormwater Manual. I have also had an over the counter conversation with Paul Lubbesmeyer and explained the bypass options to him. I was very clear. The above two options are only two options that the City of Yelm will approve. This requirement to convey the frontage stormwater to your stormwater facility is not a new requirement by the city. All developers have been required to improve their frontage per the development guidelines. If you continue to disagree with the decision that I have made, you may appeal the City of Yelm’s City Council.
