t would like [o confirm fast and foremost, I support the extension of Stevens Street. 'this improvement is well overdue and will',.
clearly aid m the movement of traffic in our area. I must point out that the unpaas of the proposed project will significantly impact
my property and even more significant, it will impact my business located at the corner of Railroad NW and Stevens Sheet Ares
of specific impact that require mitigation is as follows:
* Storm Drainage - Cmeatly, storm water from the Ciry Trail (Old RR tracks) to the South of Stevens, flows across ~~
my property, in the vicinity of the loading dock, and into a gravel depression near the centerline of I.
the proposed alignment, where it is infiltrated. The proposed elevation of Stevens Street along my j
northern property will be raised, trapping the Flow in my loading dock area. This condition is not aeceptayle
and required mitigation.
* Relocation of Perking Lot Access - My parking lot is configured for one-way traffic, entering in on Raihoad Street N W and
Exiting onto the unimproved Stevens Street. This configurazion has been in operation for over 16 years aqd
is fundamental to my operations. Your proposed relocation ofthe northern access to Railroad Street bIW '.
will create significant impacts. As proposed, I stand to loose about I/3 of my parking capacity, and vehio1es
will find it almost impossible to negotiate the narrow opening. These issues need to be mitigated.
* Mainteio access during construction - It is essential that (ull access be provided during regular business hours.
* Utility Relocation -The proposed projeM requires the relocation of the electrical Tines, telephone lines and water.
It is essential that these remain in full service during business hours.
* Street Parking - The proposed project eliminates parking along Stevens Street, which is often used by customers and
employees alike. This impaU requires mitigation.

Given [he number of impacts generated from this project, I believe the issuance of a Determination of Non Significance is no[
appropriate. Since time is of the essence here, 1 request that the Appeal deadline of the DNS be extended two additional weeks so
that I have the opportunity to discuss these impacts with City personnel and wme to a resolution on mitigating measures.
I would add that my business paMer met with Stephanie Ray in early November and she said she would come over and discuss
the plan with us at our location. This meeting never took place nor was it offered.
