Box 479 Yelm, WA 98597   December 19, 2006 Stephanie Ray, Project Manager City of Yelm PO Box 479 Yelm, Washington 98597 RE: Yelm Public Safety Building – SPR-05- 0767-YL Initial Review of Civil – Site Construction Documents Mrs. Ray: The City of Yelm has completed the initial review of the proposed Public Safety Building. Your application included: Construction Drawings dated Dec 12, 2006 Stormwater Report dated Dec 12, 2006 We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: General Comments All Sheets: Add the basis of bearings, horizontal and vertical datum from the survey for each sheet that has elevations shown on them. Paving, Grading and Storm Drainage Plan: The parking on 2nd St. SE is shown with a flow line located between the travel lane and parking lane. The cross slope should be 2% from the centerline to the flow line of the curb. Please revise. The stormwater catchbasins need to be relocated to the flow line of the curb. See comment no. 3. It appears that the stormwater will be backing up to catchbasin 5 during the 100 year stormwater elevation. Note: Without any catchbasins located in the parking lot all stormwater will be sent to the sally port entrance catchbasin. Please show the utilities in the roadway plan and profile sheet. The roadway bulb outs do not appear to meet the City’s approved standard detail. The bulb outs will have a stormwater low point at the deepest point of the parking area. This area typically needs a catchbasin to prevent ponding water. Roadway Sections: The notes call out City of Yelm standard plans. These should be located in the drawings, Add section callouts to the plan view referencing the locations of the sections on this page. Storm Drainage Details: Note: Does the concrete finish details in COY detail 4-11 conflict with what the City wants the entrance to look like? Storm Drainage and Paving Details: The Aqua Swirl detail shows the treatment device being installed “offline” however the plan shows it being installed “online”. The parking lot structural section is 4” ac, 2” top course and 6” base course. The 4” ac should be verified with public works. Water Plan and Sewer Plan: Water and sewer should have 10’ of separation between the utilities. The design of the step tank should be 1.5 times the peak flow of the site. This may change the size of the step tank. The plans show a 1” water meter serving a 2.5” water line inside the building. Show the location of the FDC, Fire Sprinkler Check valve. Currently it appears that the roof drains are directed to the step sewer system. These should be connected to the storm water system. The step tank system should be a division 1 intrinsically safe duplex system for a commercial application. Sewer Comments from Public Works (Jon Yanasak): I would recommend that a 3000 gal. Tank be used as apposed to the Utility Vault specified. This is due to the fact that the 2000 gal tank specified comes in 2 pieces and is more apt to leak. I would recommend a 2” service line be used We need a hose bib close to the tank for maint. The Pump control panel should be located closer to the tank The Side sewer needs to enter the tank from the end not the side as shown. Water Comments from Public Works (Edward Smith): How are they going to PRESSURE TEST the new main without GATE VALVES? There is no gate valve at station 6 +18.43 and an old gate valve at station 9 + 21.68. At station 7 + 35.56, all of this can be eliminated. Needs to have two gate valves at station 7 + 11.70, one on the North side of the Tee and one on the South side of the Tee. There will be a lot of water back flowing from the chlorine contact line, Safety first and a pump. Will need to fill up the main, pressure test the main, flush and bacterial test the main before it can be hooked up to the existing water main. Sheet L 101 – the two trees in front of the pump house area is over the water mains.  Need to have a back flow assembly on the one inch water meter service. There needs to be a TEN FOOT separation between the sewer tank and new water main and a ten foot separation between the chlorine contact main and the sewer line behind the chemical feed room.      Please review and revise the plans to address the above referenced comments. When the project is to be resubmitted please contact me before resubmitting the plans to insure what the submittal requirements may be. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
